An updated Local Waterfront Revitalization Plan (LWRP) will serve as a vehicle to promote the revitalization of the Town's/Village's waterfront along the Hudson River and its tributaries. Specifically, it will: o identify sustainable approaches to better access and to improve storm resiliency along the waterfront; o address economic issues and opportunities related to waterfront access and present a strategy that fosters development of the waterfront and surrounding areas; o improve recreational opportunities for both residents and tourists; o preserve and protect the natural and historic heritage, and o improve connectivity between the waterfront and the community at large. This plan will be consistent with the Town of Schodack's Comprehensive Plan (adopted Town of Schodack/ Village of Castleton-On-Hudson Rensselaer County, New York Request For Proposals Consultant Services - LWRP Update Date issued: June 10, 2024 Page 2 of 21 in 2011) and the Village of Castleton-on-Hudson's Comprehensive Plan (adopted in 2023), both of which call for the establishment of waterfront parks and other recreational amenities. In the early 1990s, the Town/Village began preparation of its first LWRP with the assistance of NYSDOS LWRP funding. The adopted LWRP was submitted and approved by NYSDOS in March, 1995. This LWRP update will better reflect current conditions relevant to the waterfront and will identify/evaluate potential waterfront improvements and outline a state-of-the-art approach to meeting the LWRP's objectives. The Town of Schodack/ Village of Castleton, has received funding from the NYSDOS Division of Coastal Resources through the 2022 Regional Economic Development Council Awards for an Environmental Protection Fund (EPF) - Local Waterfront Revitalization Program grant, which will fund the planned LWRP upgrade. The consultant must comply with all terms and conditions of the NYSDOS contract with the Town for this work. The consultant will complete the tasks outlined below for the preparation of the LWRP Update (task numbers coincide with the anticipated work program contained in a standard NYSDOS contract). In addition to the listed public meetings, the consultant should anticipate attending monthly meetings with the Local Waterfront Revitalization Program Committee and others as necessary. The Town of Schodack/Village of Castleton has an active LWRP Committee. This committee shall be responsible for guiding project development and overseeing the work of the consultant. In addition to updating the LWRP, in 2023, the Village of Castleton received a Complete Streets Grant from the Capital District Transportation Committee (CDTC) and hired Verity Engineering to complete the analysis. The vision for the Castleton-on-Hudson Complete Streets Bicycle and Pedestrian Study is to develop a plan to implement streets that are safe, and convenient for travel by all modes of Town of Schodack/ Village of Castleton-On-Hudson Rensselaer County,
