A. The project includes the fabrication of steel materials specified in the attached documents. B. The CoD seeks Vendors who can meet or exceed the requirements of this RFP and who can supply the materials and provide technical assistance when needed. C. Due to the extensive listing of materials, it is likely that multiple vendors will be granted a partial award for specific items. D. Vendors are requested to ship items in bulk, so that materials arrive in one to three shipments. This will save in shipping costs and avoid the possibility of materials mixing with other projects. E. This RFP represents an effort undertaken by the CoD to provide a comprehensive specification with the goal of establishing a new electrical substation. F. Should the Vendor feel that it is appropriate to propose more than one solution; the CoD will entertain multiple responses to this RFP so long as they meet the specifications contained herein. The Vendor shall clearly indicate the major advantages and disadvantages of each response. This RFP is not a contract offer, and no contract will exist unless and until a written contract is signed by the CoD and the successful proposer. G. Interested parties should submit a proposal in accordance with the requirements and directions contained in this RFP. Proposers are prohibited from contacting any CoD employee, officer or official concerning this RFP, except the Designated Contact Person listed in this document. A proposer's failure to comply with this requirement may result in disqualification. The City of Dover (CoD) Electric Department is soliciting written proposals from qualified firms to obtain and deliver a variety of components for the Garrison Oak substation build. The primary objectives of the project are to: 1. Bill of Material for Garrison Oak can be found in the attached spreadsheet along with additional comments regarding specific material. Tuesday, Aug 27, 2024 City Issues Notice of Award Owner Rights: The City of Dover reserves the right to request corrections, clarifications, and/or additional information pertaining to the proposer's response. The City of Dover reserves the right to waive technicalities, to reject any or all submissions, or any portion thereof, to advertise for new proposals, to proceed to do the work otherwise, or to abandon the work, if in the best interest of the City. The right is reserved, as the interests of the City of Dover may appear, to reject any and all proposals, to waive any information in proposals received, and to accept or reject any item(s) of any proposal. Minority, women, veteran, service-disabled veteran, and individuals with disabilities owned vendor preference shall be three percent (3%) of the value of the award. The vendor must identify qualification and claim to the preference on the submitted proposal documents. The vendor must provide authoritative proof of minority ownership such as identification in the certification directory maintained by the State of Delaware Office of Supplier Diversity to qualify for this preference. This preference is to be considered as a stand-alone and cannot be added to any other preference that may be allowed. This preference shall not apply to subcontractors.
