Garrison Oak Substation - Steel Poles. Question Deadline 07/31/2024 If you have questions concerning this Request for Proposal, they must be made in writing and emailed to me at doverwhse@dover.de.us. All questions will be compiled and answered in the form of an addendum and will be emailed to all prospective proposers who return the attached RFP notice and will be posted on the City of Dover website at electronically. A performance bond shall be required from the successful proposer for a construction contract. Such a bond shall be for the full amount of the contract. If the contractor fails to provide such a bond or a binder within fifteen days of the award of the contract, the award of the contract or the contract shall be void. The bond shall be released by the City of Dover upon successful completion of the contract and upon a detailed inspection of the contracted work. This addendum describes the work necessary to install self-supporting steel monopoles and cut an existing transmission line into the New Garrison substation. The new structures will be self-supporting steel monopole structures as described on the Pole Data Sheet. In total, seven (7) steel transmission structures will be installed as part of this project. The existing phase conductor and static wires on this circuit is 795 kcmil 24/7 strand ACSR "Drake" and 7#10 Alumoweld. New conductor will be installed for all new pole locations and into the new substation. The existing Circuit conductor and static will be attached to the new structures. New structures 38B, 39, 39-2, and 37 will be set in-line with the existing alignment. Dead end structures will utilize polymer suspension insulators with bolted strain dead ends. The existing distribution and communication facilities are located on parts of the transmission circuit, they will be transferred to the new pole locations. The contractor will be required to stake all structures including bisector stakes. Structure staking tables are included within this job package. Any requested changes to this staking table must be reviewed and approved by the Responsible Engineer prior to structure installation. More detail is found in Section 6 of this job package. An underground location survey and test pits were not completed along portions of this circuit. Note the contractor is responsible for performing miss-utility locates or other surveys to avoid conflicts with underground utilities. Should the contractor identify a conflict with an underground utility, the contractor shall notify the Construction Representatives and Responsible Engineer immediately to relocate the structure. The contractor shall follow the latest revision of the IEEE Guide to the Installation of Overhead Transmission Line Conductors for all wire pulling activities. Minority, women, veteran, service-disabled veteran, and individuals with disabilities owned vendor preference shall be three percent (3%) of the value of the award. The CoD seeks a single Vendor who can meet or exceed the requirements of this RFP and who can supply the materials, labor to install proposed equipment, training of staff, and provide technical assistance when needed. B. Interested parties should submit a proposal in accordance with the requirements and directions contained in this RFP. Proposers are prohibited from contacting any CoD employee, officer or official concerning this RFP, except the Designated Contact Person listed in this document. A proposer's failure to comply with this requirement may result in disqualification. The Proposer will monitor the progress of the project described below. Management responsibilities will include project scheduling and coordination, client contact, and supervision of the daily activities involved in the project. Project Meetings: The Proposer will attend meetings with the City as it requires. Project Support: The Proposer will provide the typing, filing, binding and copying of the various documents required for this project. The Proposer will provide a minimum of three (3) copies and one (1) electronic copy of the various documents required for this project to the City. The City of Dover reserves the right to waive technicalities, to reject any or all submissions, or any portion thereof, to advertise for new proposals, to proceed to do the work otherwise, or to abandon the work, if in the best interest of the City.
