RFQ - On-call Architectural and Engineering Services for Agency-wide Housing Communities and Scattered Sites. BACKGROUND. The Housing Authority of New Orleans (HANO) is requesting sealed proposals from Architectural and Engineering (A&E) firms registered in the State of Louisiana to provide a full scope of architectural and engineering services to plan, design, prepare drawings, and specifications, and provide subsequent contract administration services required for the modernization of various portions of HANO's agency- wide housing communities and scattered sites. Specific orders for design services will be made via issuance of Task Orders under the on-call A&E Services contract for small construction projects estimated to be less than $250,000.00 and/or emergency repairs that affect life, health and safety concerns for HANO and its residents. All questions and requests for information must be addressed in writing to Cheryl Morgan, Procurement Manager at cmorgan@hano.org. Procurement will respond to all such inquiries in writing by addendum to all prospective proposers (i.e., firms or individuals that have obtained the RFQ Documents). Bid Guarantee (applicable to construction and equipment contracts exceeding $25,000) All bids must be accompanied by a negotiable bid guarantee which shall not be less than five percent (5%) of the amount of the bid. The bid guarantee may be a certified check, bank draft, U.S. Government Bonds at par value, or a bid bond secured by a surety company acceptable to the U.S. Government and authorized to do business in the state where the work is to be performed. a performance and payment bond in a penal sum of 100 percent of the contract price; or, as may be required or permitted by State law; Right to Reject, Waive, or Terminate the RFQ. Reject any or all proposals, to waive any informality in the RFQ process, or to terminate the RFQ process at any time, if deemed by the Agency to be in its best interests.
