Demolition, site work, renovation and addition to a conference / convention center in Dallas, Texas. Completed plans call for the renovation of a conference / convention center; for the addition of a conference / convention center; for the demolition of a conference / convention center; and for site work for a conference / convention center.
The Project shall proceed in two phases: (i) pre-construction services to be completed by January 31, 2026, and (ii) construction services to be completed by December 31, 2027 As of February 17, 2026, construction has not started. A construction manager has been selected and is working on budgeting. A firm construction timeline has not been provided. The City of Dallas, through its Convention and Event Services (CES) Department, seeks to engage a Construction Manager At Risk ("CMAR") to provide preconstruction and construction services under a twostep solicitation process. This Request for Qualifications ("RFQ") is for the first step and City seeks statement of qualifications ("Qualifications Statements" or "SOQ") from firms, to provide CMAR services for the KBHCC Master Plan Component 3 Dallas Memorial Auditorium Arena (hereinafter referred to as "project", "Project", "Component 3", "Project component 3"). This project may require delivery of several Guaranteed Maximum Prices (GMPs) contracts, as scheduling of construction necessitates. SCOPE OF SERVICES The City of Dallas - CES Department is seeking Qualifications Statements from firm to perform Construction Manager at Risk (CMAR) Services for the Dallas Memorial Auditorium (Arena) portion of Component 3 only as part of the implementation of the Master Plan. Preconstruction: CMAR will provide preconstruction services to support the Owner's chosen Architect & Engineer A & E in developing the Project, which may include sub-components of the project with separate Guaranteed Maximum Price (GMP) contracts. The Engineer also referred to as architect or A & E will advance the design of each sub-component of the project to the level of completion necessary to define the Project and will provide construction-ready documents prior to the initiation of Construction Services. "In accordance with Attachment A - CMAR Services Scope Detail, after the design for an Improvement Component reaches an agreed upon level of completion necessary to define the Project for construction, (defined scope, budget-level estimate, and level 3 schedule) the CMAR will present a construction schedule and an open-book GMP for the Improvement Component to the Owner in accordance with the City Contract.
