The Dallas City Council approved Nov. 13 a construction manager at risk contract for the first component of the center's expansion project to Trinity Alliance Ventures LLC. The $7.55 million contract includes pre-construction services and consideration for future construction. Component one of the rebuild is anticipated to generate 1,200 to 1,700 jobs monthly throughout the construction process, and Trinity Alliance will join project manager Inspire Dallas LLC as it works on the first section of the project. The city council awarded Inspire Dallas its project management services contract for the component in September 2023. "Once again, the Kay Bailey Hutchison Convention Center expansion project illustrates the power we have as a city to not only transform a major downtown facility but also supercharge Dallas's economy, create jobs and grow our local businesses," Dallas Interim City Manager Kimberly Bizor Tolbert said. "(The) contract award continues to prove our commitment to prioritize local businesses, drive economic opportunity while establishing Dallas as a model city for smart, sustainable growth and vibrancy." Trinity Alliance is a joint venture between several firms including AECOM Hunt, Peinado Construction and EJ Smith Construction Co. LLC. The venture has worked on projects including the Las Vegas Convention Center expansion, the Fort Worth Convention Center and the Intuit Dome in Inglewood, California. The Hutchison Convention Center marks the 40th convention center the team has delivered. Work on the redeveloped center began in June. The expansion project will double the facility's ballroom space to 170,000 square feet, increase exhibition halls by 76,000 square feet and triple meeting room space. The expanded complex is anticipated to complete in 2028 and open in 2029. Overall, the project includes seven components. Washington-headquartered architecture, engineering and construction management firm McKissack & McKissack will oversee the renovations of the Dallas Memorial Arena. While Dallas-based engineering and consulting firm Dikita Enterprises Inc. will focus on upgrading The Black Academy of Arts and Letters. _____________________________________________________________________________________________________________________________________ https://www.bdcnetwork.com/home/news/55240908/event-spaces-breathe-new-life-into-cities-again Last summer, construction began on a $3.7 billion overhaul of the Kay Bailey Hutchison convention center that, when completed, will replace and expand that facility to 2.5 million sf that include 800,000 sf of exhibit space, 260,000 sf of breakout/meeting space, and 170,000 sf of ballroom space, as well as a new arena and theater. CoStar News reported that Visit Dallas, the city’s marketing group, earlier in the year had already booked 43 events for the new center. This upgrade would also free up 21 acres near the convention center to lease to developers for building new hotels, apartments, and other walkable amenities. In an August posting, Northstar Meetings Group, an online platform for event organizers and planners, provided updates on the progress of 19 convention center renovation and/or expansion projects, ranging from the $95 million first phase reno of the Fort Worth (Texas) Convention Center that is adding new food-and-beverage facilities and four more loading docks; to imminent permits being issued for the addition of 72,000 sf of exhibit space to America’s Center in St. Louis, bringing that facility’s total exhibit space to 574,000 sf. This phase is adding an 88,000-sf outdoor green space that will be ready next summer to host concerts and open-air exhibits. These projects accentuate the importance that cities still place on event spaces for widening their welcome mats, be they for meetings, performances, athletics, or commerce. Recent construction activity seems to suggest that the event building sector has shaken off any post-pandemic hangover and is once again part of many cities’ plans to draw visitors and residents back into urban cores. CEO Linda McMahon sees for the city. McMahon officially stepped into her new role July 1 as the first CEO of the Dallas EDC, an independent entity overseen by a city council-approved board that focuses on job creation, marketing the city and attracting business investments. Since then, McMahon has been meeting with council members, real estate brokers and developers to discuss economic opportunities for North Texas' largest city. She agrees with the oft-repeated sentiment that the southern sector holds the greatest opportunity and points to projects including growth at Dallas Executive Airport and the RedBird mall redevelopment as chances for Dallas to create workforce opportunities and attract business. So what's the latest on these projects that promise to reshape the economic fabric of the cityMcMahon recently spoke with Dallas Business Journal about the potential of the endeavors, and recent headlines showcase the progress being made week by week at the various sites. At Dallas Executive, Burchfield & Partners LLC wants to transform the city-owned site into a premier general aviation hub as well as an economic driver for the city. The Plano-based firm plans to develop 1 million square feet on roughly 25 acres on the west side of the airport. Two hangers have already been completed, home to plane management company Jet Access and a plane repair and maintenance business, Jets MRO. A few miles away, the RedBird mall redevelopment aims to turn the 107-acre property into a high-class mixed-use complex with restaurants, retail and residential space. The effort is led by co-developers Peter Brodsky and Terrence Maiden. The property so far has attracted tenants including Chime, UT Southwestern and Dallas College. Construction began in September on a Tom Thumb grocery store for RedBird. The 50,000-square-foot location is expected to open in November 2025 and generate at least 90 jobs. Brodsky has pined for office tenants at the site but previously told DBJ that challenges including the underdeveloped office market in southern Dallas and the rise of working from home have made things more difficult. The quest to fill up parts of RedBird with office workers is a worthy conversation that needs to continue, McMahon said. "I spoke with one of the brokers who's working on the office buildings there, and we're going to be talking about what's the strategy around filling up the office buildings at the RedBird site," she said. "What other kinds of businesses would benefit from being co-located in that same location" Downtown, work began in July on the multibillion-dollar redevelopment of the Hutchison Convention Center. Scheduled to be completed in 2028, the project will double the center's ballroom space, triple its meeting room space and expand exhibition halls by 76,000 square feet. So far, 41 conventions have entered lease agreements to host events when the redeveloped facility opens in 2029. The booked events could generate an estimated $658 million in direct spending and $1 billion in economic impact. Another 92 conventions were said to be exploring booking space at the complex. The expansion project looks to make Dallas a bigger destination for conferences and conventions and is anticipated to nearly double annual attendance and revenue. McMahon said she's excited to see what the project will do for tourism and for transforming downtown Dallas. The redevelopment is attracting other investments, including Ray Washburne's recent purchase of the Greyhound bus station on Lamar Street. The FIFA 2026 World Cup is another opportunity to increase the city's visibility and amplify it globally, McMahon said. AT&T Stadium in Arlington will host nine matches, more than any other site during the tournament. Although the contests will be outside Dallas, many visitors will stay and spend in Big D -- the Dallas Sports Commission previously estimated that hosting games could generate $400 million in regional economic impact. McMahon also believes Dallas can lean on its existing sectors to further drive economic investments. Dallas based Texas Instruments and Taiwanese-owned GlobiTech are developing large semiconductor manufacturing plants in Sherman that are anticipated to generate about 4,500 jobs. McMahon said she's had interesting conversations with leaders in the semiconductor industry and sees an opportunity to connect large businesses to the significant land Dallas has available. Another conversation McMahon has been having is with Nicole Small, CEO at Lyda Hill Philanthropies, about expanding the biotechnology sector in Dallas. Between the federal Advanced Research Projects Agency for Health planting a hub in Dallas, new companies like Verily and Koya Medical relocating to the city and the opening of the 135,000-square-foot Bridge Labs at Pegasus Park, McMahon believes Dallas has a chance to capture and attract more life science activity. McMahon also pointed to financial services as another sector where Dallas can prosper. Dallas-based TXSE Group Inc. has floated plans for the Texas Stock Exchange. The organization has raised more than $135 million from backers, aims to execute its first trades by the end of 2025 and launch listings early 2026. Goldman Sachs is building an office campus of more than 800,000 square feet on North Field Street. The 3-acre complex will serve as the regional base for the New York-based firm and is expected to house about 5,000 employees. Not only is the $500 million project a massive investment in the city, McMahon said it can serve as a way for the city to market itself to businesses that could benefit from being near Goldman Sachs. "We have such a diverse economy -- financial services, the capital markets, health care, biotechnology, technology, education," McMahon said. "Dallas is blessed with a lot of great companies that are already here. We just need to connect the dots and tell our story in a better way." _________________________________________________________________________________________________________________________________________ The City of Dallas, through its Convention and Event Services (CES) Department, seeks to engage a Construction Manager At Risk ("CMAR") to provide preconstruction and construction services under a twostep solicitation process. This Request for Qualifications ("RFQ") is for the first step and City seeks statement of qualifications ("Qualifications Statements" or "SOQ") from firms, to provide CMAR services for the KBHCC Master Plan Component 3 Dallas Memorial Auditorium Arena (hereinafter referred to as "project", "Project", "Component 3", "Project component 3").
