2024 Jefferson County Services Complex Roof Replacement Project All bids must be accompanied by a BID GUARANTY in the form of (1) A Certified Check, or Revocable Letter of Credit pursuant to Chapter 1305, ORC, in an amount not less than ten percent (10%) of the total amount of base bid plus all alternates; or (2) a Bid Bond drawn upon an acceptable Surety Company, for the full amount of the bid plus all alternates, one hundred percent (100%) of the bid, both forms of guaranty as provided in Chapter 153 of the Ohio Revised Code. The bid guaranty shall be made unconditionally payable to the Board of Commissioners of the County of Jefferson, State of Ohio. All bid guarantees shall be conditioned that if the bid is accepted within sixty (60) days of the bid opening, a proper contract shall be executed and that upon failure or refusal to enter into said contract within ten (10) days after receipt of notification of award the bidder and the surety on any bond shall be liable to the County in an amount not to exceed ten (10%) percent of the bid. The successful bidder, upon receipt of the Notice of Acceptance of the bid, must furnish a Performance Bond in an amount of one hundred (100%) percent of the Contract amount, to the Board of Commissioners of the County of Jefferson, State of Ohio, said Bonds to be unconditionally payable to the Board of County Commissioners. Upon rejection of any bid, the Bid guaranty shall forthwith be returned to the unsuccessful bidder, upon the acceptance of a bid, the bid Guaranty shall be returned to the successful bidder upon the proper execution and securing of the Contract. Each inpidual employed by the Contractor or any Sub-Contractor and engaged in work on the project under this Contract shall be paid the Prevailing Wage established by the Department of Industrial Relations of the State of Ohio. This shall occur regardless of any contractual relationship which may be said to exist between the Contractor or any SubContractor and such inpidual. Each bid submitted must have a copy of a current Equal Employment Opportunity (EEO) Certificate of Compliance as evidence that this contractor is certified by the State Equal Employment Opportunity Coordinator. Each bid must also comply with the Affirmative Action requirements as stated in the bid documents. The Non-Collusion Affidavit of Prime Bidder must be completed and submitted with all bids. All bidders shall pay particular attention to the rules and regulations of the EQUAL OPPORTUNITY POLICY, and to the AFFIRMATIVE ACTION PLAN, throughout the term of the project. No bidder may withdraw his/her bid during a period of sixty (60) days after the date of the bid opening. The Board of Commissioners of the County of Jefferson, State of Ohio, reserves the right to accept or reject any and all proposals and to waive all informalities. The Board of Commissioners of the County of Jefferson, State of Ohio, may reject any or all of the bids on any basis and without disclosure of a reason. The failure to make such a disclosure shall not result in accrual of any right, claim, or cause of action by an unsuccessful bidder against the County of Jefferson.
