No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days. Under this project, the Contractor agrees to furnish all materials and equipment and to perform all labor necessary to construct the proposed water system improvements as shown on the construction drawings. More specifically, the work shall consist of +-4,900 LF of 10'' and 6'' water main, transfer of +-38 services, installation of associated valves and fire hydrants, erosion and sediment control measures, asphalt and concrete patching, grassing, construction staking, mobilization/demobilization, bonds, insurance, taxes, and all other appurtenances necessary for completion of the work as down in the Drawings and as specified. Time allotted for completion of work is 120 consecutive calendar days. All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in one (1) Contract. Prequalification may be required of Bidders prior to the award of contract. At the Owner's request, detailed written evidence such as financial data, bonding capacity, previous experience, present commitments, and other such data as may be necessary to assist Owner in determining Contractor's qualifications. Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. Funding is to be partially provided by the Drinking Water State Revolving Fund administered by the Georgia Environmental Finance Authority. This project will be subject to the David-Bacon Labor Standards, DBE Subcontract requirements, and the American Iron and Steel Act. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. Question Deadline 07/16/2024 All questions about the meaning or intent of the Bidding Documents are to be directed to Engineer. The person submitting the request shall do so in writing and be responsible for its prompt delivery. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the bidding Documents. Questions received less than ten (10) days prior to the date for opening of Bids may not be answered
