(1 Ls) Project Location: Prophet Rd. / Lefevre / Mccue Rd. Proposals requiring prequalification of bidders will be issued only to those contractors who are qualified with the Department of Transportation. Prequalification forms may be secured from the Engineer of Construction, Administration Building, 2300 South Dirksen Parkway, Springfield, IL 62764 ILDOT - PCC Conc. (125 Ton) - 22-00259-00-RS This work shall consist of a 4-inch Cold-In-Place Recycling of Prophet Road from US-30 to Rock River Ready mix and resurfacing of Prophet Road from US-30 to Tampico Road, Station 288+73 to 528+50, and includes pavement markings. (Alternate bid-Work also consists of Cold-In-Place Recucling of LeFevre/ McCue Roads from Lynn Blvd to Emerson Road) TRAFFIC CONTROL PLAN Effective: January 14, 1999 Revised: January 13, 2017 Traffic Control shall be in accordance with the applicable section of the Standard Specifications for Road and Bridge Construction, the applicable guidelines contained in the National Manual on Uniform Traffic Control Devices for Streets and Highways, Illinois Supplement to the National Manual on Uniform Traffic Control Devices, these Special Provisions, and any special details and Highway Standards contained herein and in the plans. Special attention is called to Articles 107.09 and 107.14 of the Standard Specifications for Road and Bridge Construction and the following Highway Standards relating to traffic control: 701001 701006 701011 701201 701306 701311 701901 728001 729001 780001 Signs: All advance warning signs shall be new or in like new condition at the start of the project. The Contractor shall be responsible for the condition and placement of traffic control devices at all times during construction activities and throughout shutdown periods. No bracing shall be allowed on post-mounted signs. Post mounted signs shall be installed using standard 720011, 728001, and 729001 on 4"x4" wood posts, or any other "break away" connection accepted by the FHWA and corresponding letter is provided to the resident. "BUMP" (W8-1(O)48) signs shall be installed as directed by the Engineer. "UNEVEN LANES" W8-11(O)48 signs shall be installed at 1 mile intervals or as directed by the Engineer. "LOW SHOULDER" W8-9(O)48 signs shall be installed at 1 mile intervals or as directed by the Engineer. "NO PASSING ZONES NOT STRIPED NEXT 3.7 MILES" (G20-I 100(FO)) signs shall be 60" x 36". "END CONSTRUCTION" (G20-I105(o)-6024) signs shall be installed as directed by the Engineer. When covering existing Department signs, no tape shall be used on the reflective portion of the sign. Contact the District sign shop for covering techniques. All regulatory signs shall be maintained at a 5-foot minimum bottom. Any plates or direct applied sheeting used to alter signs shall have the same sheeting as the base sign. No more than one kind of alteration shall be used to alter a sign. Any post stubs without a sign in place and visible shall have a reflector placed on each post. Devices: Cones or reflectorized cones shall not be used during hours of darkness. Flaggers at Side roads: Flaggers shall comply with all requirements and signaling methods contained in the Department's "Traffic Control Field Manual" current at the time of letting. The flagger equipment listed for flaggers employed by the Illinois Department of Transportation shall apply to all flaggers. In addition to the flaggers shown on applicable standards, on major side roads, flaggers shall be required on all legs of the intersection. Major side roads adjacent to Prophet Road shall include but are not limited to: Lenore St, Yates St, Mulnix St, Teresa St, Hickory Hills Rd, Riverdale Rd, Bottom Rd, Luther Rd, and Tampico Rd. When the mainline flagger is within 200 feet of an intersection, the side road flagger shall be required. All flaggers as shown on the applicable standards will be required. No reduction in the number of flaggers shall be allowed. Pavement Marking: Short term pavement markings on a milled surface shall be paint. Temporary pavement markings shall not be included in the cost of the standard rather it shall be paid for separately at the contract unit prices of specified temporary pavement marking items. Maintenance of Traffic: When the roadway is not closed, the mainline shall be kept open to one-way traffic at all times during working hours and two-way traffic during non-working hours. The Contractor shall be required to notify the Whiteside County Highway Department, the corresponding Township Commissioner, emergency response agencies (i.e.: fire, ambulance, police), school bus companies and the Department of Transportation (Bureau of Project Implementation) regarding any changes in traffic control. The Contractor shall be required to notify the Whiteside County Highway Department and/or corresponding Township Commissioner for any side road closure or opening. The Contractor shall submit a maintenance of local traffic plan to the Engineer at the preconstruction meeting telling how local access will be maintained at each access location. It will show which locations will be completely closed. This traffic plan will need to be approved by the Engineer before the roadway is closed to traffic. The resurfacing and placing of shoulder aggregate shall be completed using Traffic Control and Protection Standard 701306. Placing and removing pavement marking shall be completed using Traffic Control and Protection Standard 701306 or 701311. Any additional traffic control or devices required, as directed by the Engineer, shall be provided at no additional cost to the contract. This work shall be paid for at the contract Lump Sum price for TRAFFIC CONTROL AND PROTECTION, (SPECIAL). COLD IN-PLACE RECYCLING with FOAMED ASPHALT, 4" This work shall consist of cold milling and pulverizing the existing bituminous material to a 4" depth, mixing foamed asphalt, water, and additives with the recycled material, spreading, and compacting the mixture per LR 400-6 and 1000-2 with the exception of add rock. The recycling operations shall travel in the opposite direction of traffic for the lane where the work is being performed. Materials: The mix design, based on PG 64-22 oil, will be provided by the Whiteside County Highway Department to the awarded bidder. The Contractor is not responsible for producing his/her own mix design. However, the Contractor may produce his/her own mix design at no additional cost to the Department. This work shall be paid for at the contract unit prices for pay items described in LR400-6 and LR403-1. The completed CIR project shall be in compliance with LR403-1 Surface Test Requirements. PORTLAND CEMENT The Portland Cement shall be added during the recycling process as an additional additive/filler. This work shall be paid for at the contract unit price per Ton for PORTLAND CEMENT. SURFACE PROFILE MILLING This work shall be performed per LR 403-1 and herein. The purpose of this work is to provide a smooth CIR sub-base for the proposed Hot Mix Asphalt paving. The completed 4" CIR sub-base shall be with uniform cross slopes, free of any irregularities or high spots. The Engineer will identify any areas that require corrections once the Cold In-Place Recycling is completed. These irregularities shall be milled off to the satisfaction of the Engineer. The Hot Mix Asphalt paving shall not begin until the sub-base is approved by the Engineer. This work shall be paid for at the contract unit price per Square Yard for SURFACE PROFILE MILLING and shall include all equipment, labor, and disposal of millings. SWEEPING OF ROADWAY Prior to application of the tack coat, the Contractor shall sweep the roadway, gutters, entrances, and side roads to the satisfaction of the Engineer. Sweeping of all surfaces shall be considered incidental to the contract. BITUMINOUS MATERIALS (PRIME OR TACK COAT) This work shall be done in accordance with Section 406 of the Standard Specifications. Any primed or tacked area not covered by Hot-Mix Asphalt within (5) consecutive days after priming, shall be tack coated with SS-1 to the Engineer's satisfaction, at the Contractor's expense. HOT-MIX ASPHALT The HMA mix design used shall meet the requirements of the table found in the Typical Sections. The mixture volumetrics shall be tested and the quality shall be controlled per section 1030.09 of the Standard Specifications and the density of HMA shall be controlled with LR1030-2 Special Provision. The HMA paving operations shall travel in the opposite direction of traffic for the lane where the work is being performed. PRIVATE/FIELD ENTRANCE MAINTENANCE All mailbox turnouts and field entrances shall have the vegetation cleaned 3 feet from the edge of the road. All aggregate residential entrances shall be shaped and graded to the satisfaction of the Engineer back to the right-of-way line. Aggregate driveways which meet concrete or asphalt at the right-of-way line shall be butt-jointed by the Contractor at the right-of-way line to a depth of 1 1/2 " to match the surface of the existing concrete or asphalt. The Contractor shall dispose of all spoil materials. This work shall be included in the contract unit price per Ton for Hot-Mix Asphalt Surface Course, of the type specified. BUTT JOINTS All ends of butt joints shall be saw cut. This work shall be considered incidental to the unit price per Square Yard for HOT-MIX ASPHALT SURFACE REMOVAL, BUTT-JOINTS. THERMOPLASTIC PAVEMENT MARKING LINE-12" Work shall consist of laying out two 10' X 24' crosswalks located within project area
