Site work, paving and outdoor lighting for a mixed-use development in Bryan, Texas. Conceptual plans call for site work for a road / highway; for paving for a road / highway; for outdoor lighting for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The City of Bryan is requesting qualifications for professional engineering and associated services, in accordance with the requirements specified herein and including all provisions set forth in the accompanying documentation. The intent of this RFQ is to select two Firms to negotiate a scope and fee for each of the specific projects defined in this RFQ. The City of Bryan will be pursuing a grant by the TxDOT Transportation Alternatives Set-Aside (TASA) program for the purpose of constructing two 12' wide shared use paths with roadway lighting along the north side of Villa Maria Rd (FM 1179) from where it currently ends at FM 2818 to Midtown Park (possibly at Willis Van Hook Dr) and along W William J Bryan Parkway from SH21 to Texas Ave. Depending on the timing of the grant application, the City may prepare a preliminary environmental study that could be provided (along with any other pertinent information from the TASA grant process) to interested Firms during this RFQ process. If available, that information will be provided during the Q&A timeframe. There has not yet been any right-of-way acquisition needs identified and it is anticipated that the Firm(s) selected to design the SUPs would also provide services for that scope as needed. Scope of work for this project will include but not be limited to: o ROW acquisition and coordination with TxDOT o Removal of concrete sidewalks o Roadway excavation o Construction of spread foot retaining wall o Installation of reinforced concrete pipe o Driveway reconstruction o Construction of 6" reinforced concrete (12' wide) shared use path o Installation of curb ramps (Type 7) o Installation of signage adhering to TxDOT standards o Installation of pavement markings adhering to TMUTCD standards o Installation of pedestrian crossing components including: LED pedestrian countdown, pedestrian pole assembly, pedestrian push button, pedestrian detector controller unit o Fire hydrant relocation o Manhole repair/relocation o Installation of Roadway Lighting which includes but is not limited to boring, installation of conduit, installation of ground boxes, and wiring needed to power roadway lighting The project design scope would include land acquisition, development, coordination and submission of required documentation for notifications, design reviews, coordination with appropriate agencies and organizations as applicable; data collection; development of PS&E; and construction phase services. Construction funding has not yet been secured so it is anticipated that the design contract would remain open until construction is completed. The City of Bryan will provide any GIS data and as-built drawings that are available. The SOQ should address the Project Specific Evaluation Factors defined in the Statement of Qualifications and Evaluation Factors section of this RFQ. The design shall be in compliance with all applicable laws, statutes, ordinances, codes and regulations. Owner Rights: The City reserves the right to accept or reject any or all SOQs as a result of this request, to negotiate with all qualified sources, or to cancel, in part or in its entirety, this Request for Qualifications if found in the best interest of the City. All SOQs become the property of the City of Bryan. The City reserves the right to retain all SOQs submitted and to use any idea in a submittal regardless of whether that Firm or team is selected. Submission of an SOQ indicates acceptance by the Firm of the terms and conditions contained in this request for qualifications, unless clearly and specifically noted in the SOQ submitted and confirmed in the contract between the City of Bryan and the Firm or team selected.
