West County Wastewater District ("WCW") is seeking proposals from qualified firms to provide land surveying and general real estate services ("Services"), as further detailed in Section 3, Scope of Services. The services are split into two disciplines: Discipline #1 for land surveying services and Discipline #2 for general real estate services. Proposers may propose on either or both Disciplines. If approved by WCW's Board of Directors, the successful Proposer(s) will execute agreement(s) in the form of Attachment A for a three (3) year base term with up to two, one (1) year option terms. The following Scope of Services outline the specific tasks to be performed by the successful Proposer(s). The Services encompass a wide range of tasks essential for land services, as described in Section 3.2 and Section 3.3 below. For Discipline #1 only, firms proposing as the prime contractor shall possess a valid Land Surveyor license having passed the NCEES Fundamentals of Surveying and the Principles of Surveying Exams. For Discipline #2 (general real estate), Proposers must hold any license required by law to perform the work. The consultant is expected to ensure that these tasks are carried out by their own qualified representatives or designated alternates. The scope outlined below is not exhaustive and additional tasks may be necessary. The consultant is required to exercise professional judgment and adhere to best practices to achieve the most effective and efficient outcomes. The consultant is responsible for providing all instruments, equipment, tools, personnel, and supervision necessary for the successful completion of the land services. There is no guarantee of any amount of work or level of effort that will be ordered or allocated, or total compensation to be paid to any Consultant under the Agreement(s). The project scope, content of proposal, and selection process are summarized in this Request for Proposals ("RFP"). WCW intends to adhere to the solicitation schedule shown in the Timeline below, which is subject to change at WCW's sole discretion. Question Deadline 07/03/2024 at 5:00 PM PT. An incomplete proposal or a proposal that does not conform to the requirements may not be considered, in WCW's sole discretion. Issuance of this RFP does not obligate WCW to award a contract. WCW is not liable for any of Proposer's costs to prepare and submit a proposal. WCW may award all or parts of this contract to several Proposers, select no Proposers, and/or to re-solicit proposals. All Proposers will be notified of the recommended award in writing. No Agreement will be in force until a written authorization to proceed is issued by WCW. The successful Proposer, to whom award is made, must execute a written Contract on WCW's provided form as set forth in Attachment A, Sample Agreement, within 15 calendar days after Proposer receives the form of Agreement for execution. WCW's Rights WCW reserves the right to cancel the procurement in whole or in part, at its sole discretion, at any time before the Agreement is fully executed and approved on behalf of WCW. This RFP does not commit WCW to award an Agreement, to pay any costs incurred in the preparation of the proposal for this request, or to procure or contract for the Services. WCW reserves the right to modify or cancel in whole or in part this RFP, to reject any and all proposals, to accept the proposal it considers most favorable to WCW's interest in its sole discretion, and to waive irregularities or informalities in any proposal or in the proposal procedures. WCW further reserves the right to reject all proposals and seek new proposals when WCW considers such procedure to be in its best interest. If there is any evidence indicating that two or more Proposers are in collusion to restrict competition or are otherwise engaged in anti-competitive practices, the proposals of all such Proposers shall be rejected, and such evidence may be a cause for disqualification of the participants in any future solicitations undertaken by WCW.
