Project has been awarded but award amount not confirmed. The Dublin community has expressed a lack of cellular service or unreliable data and phone coverage in the eastern portion of Dublin. The City desires to assist in providing this coverage by seeking proposals to install and lease (non-exclusive) space for the installation and operation of a wireless telecommunications facility at one of the designated locations in Eastern Dublin. Proposals may include construction of a new tower with allocated space for multiple carriers, but there is no requirement for collocation services. Ground equipment locations will require roofing and must follow the aesthetics of the current surrounding structures, subject to the approval of the Zoning Administrator. The non-exclusive lease and use of the premises shall be for a term of twenty-five (25) years. Questions concerning the project or proposal requirements must be submitted to Jordan Foss at jordan.foss@dublin.ca.gov, by July 11, 2024 at 5:00 P.M. Where appropriate, the City may respond to such questions by addenda transmitted to all interested parties. Submissions shall include a written proposal that: o Introduces the respondent. o Provides information on cellular service challenges/issues in Eastern Dublin, including; o Respondent's current coverage of service map; o Respondent's data download speeds; and o Respondent's signal strength map. o Describes the proposed installation including: o Equipment space requirements; o Desired and minimum mount height requirements; o All transmit and receive frequencies; and o Must include concept-level design plan(s) and renderings showing the respondent's proposed antenna and equipment installation and photos and/or map of a typical installation. Proposals shall include: o Proposed points of connection and conduit alignment and trenches for electrical service from the nearest public street(s); o Proposed location for a new meter pedestal; o Proposed points of connection and conduit alignment for fiber optic communications cabling from the nearest public street(s), etc.; and o Any required back-up power (i.e. generator or hydrogen fuel cell equipment) shall be shown in the proposal, as well. The entire footprint of all equipment necessary to install and operate a wireless telecommunications facility shall be depicted graphically and included with the proposal.
