Morgan County ("County") is seeking Proposals from qualified and experienced consulting environmental firm ("Consultant") to provide Phase 1 environmental services for the Fairground Park. The County intends to compare and evaluate all eligible submittals and select the most qualified firm(s) or team(s) as outlined in subsection C.7 Evaluation Criteria of this request. This is a Request for Proposals (RFP) only and should not be interpreted as a solicitation for services or as a contract for services. Submittals should be comprehensive, concise, and directly responsive to the goals and format as outlined in this RFP. The Consultant shall provide a full complement of professional services to perform environmental phase 1 services. These services shall include, but not necessarily be limited to, the tasks outlined below: I. Wetland Delineation Data Collection and Listed Species Habitat Assessment - The Consultant will travel to the site to gather the required site-specific data in the field. The County estimates the wetland delineation and listed species habitat assessment field work will take two long field work days. Existing conditions throughout the project area will be documented, including vegetation communities, hydrology conditions, soil data, and the locations of wetlands and open waters. The wetland delineation will require the establishment of sample points throughout the project area and specifically along wetland boundaries. The County estimates the Consultant excavate shallow sample pits (24" or less deep) to document soil and hydrology data. The establishment of sample points including shallow pits are part of the U.S. Army Corps of Engineers (USACE) required wetland delineation procedures. The documentation of the non-wetland waters including rivers and streams will require the establishment and documentation of representative cross sections as required by the USACE. Wetlands and waters will also be documented with representative photographs and GPS locations. The boundaries of wetlands and waters will be mapped using a sub-meter accuracy GPS. Information on vegetation, soils, and hydrology will be collected in appropriate areas as typically required by the USACE. The fieldwork will also include the documentation and mapping of the existing wildlife habitat present within the project area. We will make a comparison to the known listed species habitat requirements within Morgan County as described by the U.S. Fish and Wildlife Service. Any habitat deemed potentially suitable for listed species will be documented in further detail and mapped with GPS. Observations of actual listed species present within the project area will be documented in detail. The wetland delineation field work and the listed species habitat assessment will be done by the same crew of ecologists during the same field work site visit. Closing Date and Time for Questions: July 3, 2024 5 p.m. All questions shall be submitted via Electronically. Approximate Notice of Award: July 16th, 2024 Morgan County reserves rights to: A. Reject any and all Proposals received in response to this RFP. B. Waive or modify any irregularities in Proposals. C. Request additional information or modifications to Proposals prior to award if such is in the best interests of Morgan County. D. Use any ideas submitted in the Proposals received, unless covered by legal patent or proprietary rights. Selection or rejection of the proposal does not affect this right. E. In the event of unsuccessful contract negotiations or contract termination, enter into contract negotiations with other qualified firms that submitted acceptable Proposals. F. Cancel or modify the terms of this RFP and/or the project at any time and for any reason preceding the execution of a contract and reserves the right to accept or reject any or all proposals submitted pursuant to this request for proposals. G. Divide the project between successful candidates if doing such is to the benefit of Morgan County. Morgan County reserves the right to reject or accept this proposal, or any portion thereof, and to reject and call for new proposals if their interests or convenience is better served by such a course. If any portion of the above terms are not acceptable it is the proposer's responsibility to so state in writing. The method of Contractor Selection has not been Determined at this time.
