Sealed bids will be received by Patton Borough for the Lang Avenue Single Lane Closure Project. Bidders must submit an original of the Bid in a sealed envelope clearly marked Bid Proposal for Lang Avenue Single Lane Closure with bidders name and address. Any omissions, alterations, additions or deductions not called for, conditional or uninvited alternative bids, or irregularities of any kind, may be cause for rejection of bid. No responsibility shall be attached to any Borough representative for premature opening of a bid not properly addressed and identified. The Issuing Office for the Bidding Documents is Keller Engineers, Inc., 420 Allegheny Street, Hollidaysburg, PA 16648. Prospective bidders must obtain copies of the Bidding Documents from the Issuing Office as described below. Bidding Documents are available in portable document file (PDF) format and will be emailed to the prospective bidder. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. All bidders must be registered at the office of Keller Engineers, Inc. to be eligible to bid. Pre-Qualification of Bidder as Specified in Section 102.01 of Pennsylvania Department of Transportation (PennDOT) Specifications Publication 408 is required. Bid Security shall be made payable to Patton Borough in the amount of ten (10) percent of the bid price and in the form of certified or bank check or bid bond issued by an acceptable surety and executed by the bidder. No bidder may withdraw his bid for a period of thirty (30) days after the date set for the opening of the bids. Bid Security will be returned to unsuccessful bidders. The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds in the form provided in the Bid Documents (unaltered), each in the amount of one hundred percent (100%) of the amount of the contract, within fifteen (15) days of the date of the written Notice of Award of the contract. The Patton Borough reserves the right to reject any or all bids, to waive any informality, omissions, defects or irregularities in the bids, and to accept and award any contract which, in its judgment, is for the best interest of Patton Borough. If the Contract is to be awarded, it will be awarded to the lowest responsive and responsible Bidder whose evaluation indicates that the award will be in the best interest of the project.
