Site work and paving for a road / highway in Patton, Pennsylvania. Completed plans call for site work for a road / highway; and for paving for a road / highway.
As of June 5, 2025, the project was awarded to Glenn O. Hawbaker, Inc., with an awarded amount of $187,787.00. The Patton Township 2025 Milling and Overlay Projects consist of milling, asphalt pavement overlay, installation of extruded concrete curbing, and related work on North Oak Lane (T670) between the intersections with Douglas Drive and Highland Drive, and on Christopher Lane (T340). The contract includes the following approximate quantities: 6900 sy of pavement milling, 565 tons of WMA wearing course (9.5 mm mix), 375 tons of WMA wearing course (9.5 mm mix, scratch and leveling), and 2400 lf of extruded concrete curb, plus maintenance and protection of traffic during construction, maintenance of resident access, installation of erosion and sediment controls, and application of thermoplastic pavement markings. Questions Due Date: Apr 16th 2025, 3:00 PM EDT Online Portal All work shall be done between June 9, 2025, and August 22, 2025, to minimize impacts to pedestrian and vehicular traffic associated with the nearby schools. All work on North Oak Lane (T670) shall begin at the northwest side ofthe intersection ofNorth Oak Lane and Douglas Drive (T729), at the existing pavementj oint/end of2024 pavement overlay, and extend across Douglas Drive, to end between at the existing pavement joint located at a distance of approximately 50 feet beyond the centerline ofthe intersection ofNorth Oak Lane and Westgate Drive (T736). Start and stop work locations shall be as indicated by Patton Township Public Works Staff. Contractor to provide all materials and labor to perform all required work to complete the installation ofthe following: 1. Milling of approximately 3520 sy of full-width roadway, including the existing asphalt pavement and concrete curb and gutter, to variable depths, in order to provide the specified roadway cross slope (3%), to expose and scarify the existing concrete gutter pan in preparation for application of asphalt wearing course, and to remove the existing concrete curb to an extent to allow installation of new extruded concrete curb, as directed by Patton Township Public Works Staff. Areas of over-milling shall be corrected by the Contractor. Existing depressed concrete curbing at all existing driveway locations and sidewalk connections to North Oak Lane shall be removed to a depth that allows for the placement of a minimum extruded concrete curb thickness of 6” plus a 4” depth for installation of compacted aggregate base, with base excavation as directed by Public Works Staff. See Attachment 3.1. 2. Application of approximately 192 tons of Superpave Asphalt Mixture Design, WMA, 9.5mm mix, scratch and leveling course in locations and at depths as directed by the Public Works Staff to maintain the specified cross slope of 3%. 3. Installation of 2400 If of extruded concrete curbing, constructed of Class A Cement Concrete. The installation of curbing does not include backfilling disturbed areas behind the curb with topsoil after curb installation, seeding the disturbed areas, or application of mulch material, which shall be performed by Patton Township staff. Prior to the installation of extruded concrete curbing, existing depressed curbing at driveway and sidewalk connections to North Oak Lane shall be removed to ensure the placement of a minimum extruded concrete curb thickness of 6” plus a 4” compacted 2A aggregate base, with base excavation and placement as directed by Township Public Works Staff. A maximum expansion joint distance of 10’, with at least one expansion joint required in the center of each depressed curb section in the center of each driveway and sidewalk connection is required, with joints to run entire depth/height of curb. Public Works Staff shall inspect all areas of excavation for depressed curb installation prior to the placement of the WMA wearing course (scratch and level) and installation of extruded concrete curb to determine the adequacy of existing base materials. Existing curbing on North Oak Lane ranges in age from recent curb repairs made in response to utility upgrade within the past five years to curb installed 30 or more years ago. Conditions of the base and subbase materials should be expected to vary. Quantities of 2A compacted aggregate base and WMA (19 mm) are included as optional bid items to provide a pay item for these materials should they be required to correct subbase or base issues related to the removal of the existing curbing. The application of a bonding agent to be applied to underlaying asphalt prior to installation of curbing is required. The joint between the WMA wearing course overlay and the extruded concrete curb shall be sealed with HPM, with joint sealant incidental to the curbing item. Sealant shall extend onto the asphalt wearing course a distance of 4” from the joint between the curb and asphalt. Depressed curb shall be provided at all driveway and sidewalk openings, with excavation to provide a minimum of 6” concrete thickness and 4” compacted 2A aggregate base for the curb at any point. See Attachment 3.1, Depressed concrete curb and gutter detail. 4. Application of approximately 290 tons of Superpave Asphalt Mixture Design, WMA wearing course 9.5 mm mix, PG 64-22, 0.3 to < 1 million ESALs, SRL-G or better, compacted to 1.5” depth. Saw cutting or milling of bituminous pavement notches, application of bituminous tack coat, and sealing of pavement joints is incidental to the Contract. 5. Driveway tie-in/repair. Driveway tie-in/repair to be provided by Patton Township Public Works Staff. Contractor to mill and excavate existing concrete curbing at all driveway and sidewalk connections, and excavate driveway behind the back face of the curbing to a distance as directed by Patton Township Staff, not to exceed two feet. Prior to excavation, contractor shall saw cut existing driveway pavement to provide clean, uniform pavement joint to allow connection to existing driveway to remain. 6. Installation of hot thermoplastic pavement markings in accordance with PA DOT Publications 46 and 212 to replace the existing stop bar and Type A cross walk pavement markings on North Oak Lane following paving. CHRISTOPHER LANE All work on Christopher Lane (T340) shall begin at the existing edge of Circleville Road and extend the entire length of Christopher Lane to the end of the cul de sac. Start and stop work locations shall be as indicated by Patton Township Public Works Staff. Patton Township Staff shall replace the stormwater inlets and piping on Christopher Lane prior to June 1, 2025. The work of this Contract does not include stormwater improvements on Christopher Lane. Contractor to provide all materials and labor to perform all required work to complete the installation of the following: 1. Milling of approximately 3380 sy of full-width roadway, including the existing asphalt pavement and asphalt curb and gutter, to variable depths, in order to provide the specified roadway cross slope (3%), to expose and scarify the existing gutter area in preparation for application of asphalt wearing course, and to remove the existing asphalt curb to an extent to allow installation of new extruded concrete curb, as directed by Patton Township Public Works Staff. Areas of overmilling shall be corrected by the Contractor. Existing depressed asphalt curbing at all existing driveway locations and sidewalk connections to Christopher Lane remaining after milling will be removed by Patton Township Staff. 2. Application of approximately 183 tons of Superpave Asphalt Mixture Design, WMA, 9.5mm mix, scratch and leveling course in locations and at depths as directed by the Public Works Staff to maintain the specified cross slope of 3%. Contractor shall coordinate milling and application of scratch and level course with Patton Township, as Patton Township staff will be installing the extruded concrete curb. 3. Installation of extruded concrete curbing, constructed of Class A Cement Concrete. Concrete curbing to be installed by Patton Township. The work of this Contract does not include the installation of curbing, nor does it include backfilling of disturbed areas behind the curb with topsoil after curb installation, seeding the disturbed areas, or application of mulch material, which shall be performed by Patton Township staff. 4. Application of approximately 275 tons of Superpave Asphalt Mixture Design, WMA wearing course 9.5 mm mix, PG 64-22, 0.3 to < 1 million ESALs, SRL-G or better, compacted to 1.5” depth. Saw cutting or milling of bituminous pavement notches, application of bituminous tack coat, and sealing of pavement joints is incidental to the Contract. The joint between the WMA wearing course overlay and the extruded concrete curb shall be sealed with HPM, with joint sealant incidental to the curbing item. Sealant shall extend onto the asphalt wearing course a distance of 4” from the joint between the curb and asphalt 5. Driveway tie-in/repair. Driveway tie-in/repair to be provided by Patton Township Public Works Staff. Excavating of driveway aprons and saw cutting of driveway to be provided by the Township.
