Site work and new construction of a fire / police facility in Johnson City, Tennessee. Working plans call for the construction of a fire / police facility; and for site work for a fire / police facility.

The objective of this Request for Proposals (RFP) is to solicit proposals for a Design/Build project to provide the City of Johnson City, TN (the OWNER'S REP) with the following: Location and Description: The training complex is located at 2832 W Walnut Street, Johnson City, TN, 37604. The classroom and office building is approximately 35% complete as of this creation of this document. The classroom building is addressed as building #30 on the site. An 80' x 80' pad (on-grade) has been prepared across from the classroom building for the construction of the H.O.T live-fire training structure. This site is addressed as building #20 on the site. The project has $2.5 million budgeted for A/E and Construction to include all permits, fees, and ancillary costs. The structure and apron must not extend beyond the 80' x 80' area. The design must complement the aesthetics of the training and office building. Project Schedule Constraints: In accordance with the terms of the grant the money must be fully committed by December 31, 2024. A full commitment will occur at the signing of a contract for the design/build of this project. The training classroom and offices will be completed at the end of the fourth quarter of 2024 or early in the first quarter of 2025. Upon completion, the JCFD intends to use these facilities. Any remaining construction after Q1 of 2025 will have to be completed with this building fully occupied and functional. Liquidated damages for delay of completion beyond the agreed upon date shall be assessed at $250 per calendar day. The project must be completed in less than 365 days from the date of the finalized contract and agreement. Question Deadline 07/16/2024 at 5:00 PM ET The qualifications, experience and staffing plan the DESIGN-BUILDER is proposing to implement will be evaluated and ranked. Submittal questions: Ms. Debbie Dillon, CPPO, CPPB, Director of Purchasing 209 Water Street Johnson City, TN 37601 423-975-2717 ddillon@johnsoncitytn.org The goal for this project is to build a multi-story, concrete structure that meets the requirements found in NFPA 1402, Standard on Facilities for Fire Training and Associated Props and other applicable building and fire codes. The additional specifications and requirements are found in Appendix A of this document. Bid Bond - Each bid shall be accompanied by a bid bond in the amount of not less than five percent (5%) of $2.5M project budget. Bond shall be issued by a surety company licensed to do business in the State of Tennessee. This bond is required as a guarantee that, if the bid is accepted, a contract will be entered into and the performance thereof duly secured by an approved performance bond. If the successful bidder fails to execute required contracts, the bid security will be forfeited. Bid bonds submitted by unsuccessful vendors will be returned upon award of the contract. In lieu of a bond, cashier's checks are acceptable, personal checks are not. The successful bidder will be required to furnish a Performance and Payment Bond in the amount of one hundred percent (100%) of the contract price. Bond shall be issued by a surety company licensed to do business in the State of Tennessee. Performance bonds must be filed with the purchasing department within ten (10) working days after the contract has been issued. In lieu of a bond, cashier's checks are acceptable, personal checks are not. An irrevocable letter of credit from a state or national bank or state or federal savings and loan association having its principal office in Tennessee may be accepted instead of a performance bond, subject to approval of the terms and conditions of said irrevocable letter of credit. In the event that the successful bidder fails to furnish a performance bond and execute a contract within the time period allowed, the bid deposit of the bidder shall be retained by the city as liquidated damages and not as a penalty. Proposal: Format and Contents Proposals must be submitted in the format outlined in this section. The OWNER reserves the right to eliminate from further consideration any submittals deemed to be substantially or materially nonresponsive to the requests for proposal contained herein. All bidders must execute the enclosed Drug Free Workplace Affidavit to verify compliance with TCA 50-9-113 and return same with bid response. Failure to comply with this requirement will declare that bid non-responsive. The City reserves the right to reject any or all proposals and to waive informalities, irregularities and technicalities in the proposal process.
