VTA seeks proposals (each, a "Proposal") from qualified firms (each, a "Proposer") to provide parking operation management services ("Services") for the Milpitas and Berryessa BART parking Facilities. Deadline to Submit Questions:July 10, 2024, 4:00pm The Designated Point of Contact for this procurement is as follows: Gina Cole, Contracts Administrator II Santa Clara Valley Transportation Authority 3331 North First Street, Building B San Jose, California 95134 Email: Gina.Cole@VTA.org.Questions or comments regarding this RFP must be submitted in writing in Electronically. Operator will operate and manage the current Parking System. Operator will provide all necessary materials, staff, expertise and services required to carry out the required scope of service outlined in this RFP. The services to be provided by Operator will include the following: 1. Collection of and accounting for all cash, electronic, web-based, app-based, contactless/tap-to-pay, and other payments from any source derived from the use of the Facilities for parking. Desire for compatibility and integration with Clipper card payments. 2. The Operator will establish a trust bank account with VTA named as the beneficiary. On a monthly basis, Operator will provide VTA with a detailed written report that itemizes total revenue collections by category and usage level, and shows the management fee and authorized incidental expenses that are deducted from the total revenues. The net monthly revenue will be forwarded to VTA via wire transfer, with documentation of the wire transfer included with the written report. 3. Operation and maintenance of the parking access and revenue control system equipment installed at the Facilities. This includes staff with valid drivers' license, needed to operate license plate reader ("LPR") vehicles and perform other requirements of this Contract. Note that VTA is not seeking from the Operator any permanent onsite employees. Coordination with T2, (detailed in the Introduction) the vendor that installed the current parking equipment, to implement complete reporting functionality, and train staff required to perform routine maintenance and repairs on installed pay station kiosks. 5. Maintain sufficient cash and coins within each installed pay station kiosk and securely transfer and store cash prior to deposit in the trust bank account. 6. Daily enforcement of customer vehicles entering the Facilities using the LPR cameras mounted on VTA owned and equipped vehicles. Operator will drive through the Facilities a minimum of three times a day, which times will be coordinated with VTA, to read vehicle license plates. Operator will also enforce handicap and other parking violations within the Facilities. 7. Design, develop, maintain, and operate an Operator-controlled dedicated website, with linkages to BART and VTA websites, that is fully integrated with the parking system in order to deliver a one-stop account setup, and provide information on all parking and payment options for VTA and BART patrons using the Facilities. Ideally the parking system would integrate a paid parking mobile platform that utilizes both automated LPR technology and "FastTrak" technology for automatic payments. The goal is to make the payment process seamless and reduce customer confusion. 8. Parking at the Facilities operation is 24 hours a day, 7 days a week. VTA may revise the hours of operation from time-to-time for special events or other purposes. Operator will deliver dedicated customer service support by phone 24/7 with a live person, to assist VTA and BART patrons using the Facilities. 9. As VTA's "eyes on parking," communicate to VTA Operations any condition, operational, or other issues associated with the parking lots and parking structures that are VTA responsibilities, including but not limited to electric charging stations, signage, elevators, graffiti, trash or debris, homeless encampments, or other matters that may affect the ability of transit patrons to fully utilize the parking lots and parking structures. Communicate to VTA Customer Service any observed or reported security issue at the Facilities. 10. Administer VTA's contracts pertaining to the parking system at the Milpitas and Berryessa Parking Facilities. 11. Make recommendations and work with VTA to identify additional locations near station entrances for paid parking kiosk installation. 12. VTA will have the right to request additional services related to parking management and operation of the Facilities. The terms and conditions of any such additional services will be negotiated by VTA and the Operator and incorporated into the Contract.
