Site work and paving for a mixed-use development in Astoria, Illinois. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.
The project will consist of milling the asphalt, leveling binder as needed, adjusting storm sewers, replacing the surface asphalt layer, installing 7 concrete pads, removal and re-pinning of wheel stops and re-striping per existing layout. The improvement shall consist of milling the existing asphalt parking lot area (approximately 62,000 square feet) to a depth of 2 inches, sweep and dispose of grindings to the proper disposal site, adjust drainage structures, install leveling binder as needed, prime entire area, and install 2 inches of hot bituminous surface mix and compact with a vibratory roller. The project will also include removal of an 100' sq ft asphalt area in front of each of the garbage containers and replacement with an 10' by 10' x 8", 6 bag mix, concrete pad for each of the seven areas. Also, included is restriping the parking lot per existing layout with yellow high traffic paint and removing and re-pinning wheel stops. A map can be obtained. The parking lot is located adjacent to our Hickory Hills Community Center and Senior Apartments Complex with a starting location of 7800 W. 89th Place. The successful contractor will be required to furnish an acceptable certificate of insurance and adhere to all applicable laws. Work must be completed by August 30th, 2024. The contractor may work between the hours of 7:00 am and dusk each workday. No work will be allowed on Sundays or Holidays without prior permission of the City. The Contractor requirements are as follows: o The Contractor will be required to pay not less than the prevailing wage rates on this project as established by the State of Illinois Department of Labor. o The Contractor agrees to meet or exceed a 10% goal that apprentices will perform 10% of the total labor hours actually worked in each prevailing wage classification as specified in the Illinois Works Apprenticeship program. o The Contractor must meet or exceed the 10% goal for the Disadvantaged Business Enterprise program. The bidder shall submit with the Proposal a signed and completed Business Enterprise Program Utilization Plan, which lists the firms intended to be used as MBE and WBE, the type of work or service each will perform and the dollar amount allocated to each MBE/WBE. Please note: Only contractor/subcontractors/suppliers certified through CMS' Business Enterprise Program will count toward meeting the utilization goals for this project. Form can be obtained from our office. Invoices must be submitted to this department and payments will be made within 30 days of receipt and approval. Certified payrolls and waivers of lien will be required to be submitted at the end of the project. The contractor should make a lump sum proposal to perform the above work. Only written proposals will be considered. No bid bond is required. Notice to proceed will be on July 15th, 2024. The solicitation contains a goal that 10.00 % of the value of the contract will be performed by BEP certified vendors as defined by the Department of Central Management Services (CMS).
