The City of Caldwell is soliciting proposals for licensed, qualified, and experienced holiday light installers to install holiday lights in downtown Caldwell, which includes the Indian Creek Plaza and Train Depot and other selected areas for the 2024 holiday season. The proposal must also include taking down holiday lights on the date specified by the city. We encourage visitation and shopping to create a full experience for each resident and visitor. The RFP intends to have a successful vendor enter into an agreement with the City of Caldwell for the desired services. The term of the initial agreement shall be for the 2024 holiday season. At its sole discretion, the City of Caldwell shall retain the option to award up to three (3) renewal periods of one (1) year each. Compliance with Laws: In performing the scope of work required hereunder, the CONTRACTOR shall comply with all applicable laws, ordinances, and codes of Federal, State, and local governments. Certifications. Pursuant to Idaho Code 67-2359 and 67-2346, the Contractor hereby certifies: A. That Contractor is not currently engaged in, and will not, for the duration of the Contract, engage in, a boycott of goods or services from Israel or territories under its control. B. That Contractor is not currently owned or operated by the government of China and will not, for the duration of this Contract, be owned or operated by the government of China. Background Every year, the City of Caldwell transforms into a real-life winter wonderland from the weekend before Thanksgiving until the first week of January. This year, we are seeking a company to assist us with this transformation that will provide a creative and cohesive Holiday display based on our existing lights. General Service Requirements Pricing Each bid should provide options for the city to use our existing lights or rent lights from the contractor. Potential vendor must include storage, installation, and maintenance/replacement of lights. Permits Potential vendor will coordinate all required permitting with all applicable agencies, companies, or governmental entities. Display Provision, installation, and removal of holiday lights. Potential vendor is to ensure all cords used are appropriate length without excess, and all cords must be covered with non-hazardous and non-distracting cord covers. Cord covers can be provided by the city, but this should be requested in advance. Display Period Lights must be in place by November 15, 2024. If possible, some lighting should be up by October 23, 2024. Lights must be removed by the week of January 15, 2025. Lights should be on timers from dusk to dawn seven days per week. Lights The city will provide all the lights. If rented the potential vendor shall provide high quality brand of lights. All trees, trunks, branches, and bushes shall be wrapped with lines of lights in symmetry and positioned close to each other to provide greater illumination. The potential vendor shall ensure all safety measures are taken for all lights to avoid short-out gaps in lighting because of faulty strands. The potential vendor is expected to provide excellent quality materials to meet safe electrical standards. The potential vendor is expected to provide timers for all lights and be on a consistent schedule. The city will provide outlets and pay for electricity for each pole light. Equipment Vendor shall supply all lifts and other materials necessary to safely and successfully install, maintain, and remove the lights unless other options are mutually agreed upon between the City and the vendor. Maintenance The potential vendor must maintain the lights and decorations throughout the display period to ensure all lights are on and functioning. All malfunctioning lights during the period must be repaired within a reasonable time, not to exceed one (1) day from the notice of malfunctions. Please provide your maintenance staff contact information to facilitate contact regarding any display problem as required. Removal The potential vendor is responsible for removing all lights within seven (7) days of the end of the display period, which is January 15, 2024. Disposal of Waste The potential vendor shall arrange to dispose of all waste from the work. All areas of the display must be kept clean and free from any debris, e.g., zip ties, tape, etc., after the removal of lights. Safety Precautions Vendor shall be careful when working in the various areas. Damage to public and private property shall be the vendor's responsibility and shall be repaired or replaced at no additional cost to the City. Winter Wonderland Set-Up Process Begin September of each year Mobilize Lifts (4) to Indian Creek at 5th Ave Stage strand trailer close to power pedestals along the creek or 110 power sources for light checks. Light checks are typically done before and after installation. Checking lights Visual inspection for exposed wires, missing plugs, and other physical damage. Due to the age of the lights, the acceptable brightness has been approximately 50% or brighter. Lights are toted no more than 40 per tote. Light installation Begin at 5th Street, working east. Lifts typically work top-down moving counterclockwise down to pole height and moving on, the ground person continues. It's an option to have a ground person work from the bottom of the canopy toward the top, clockwise on trees ahead of the lifts if possible. The creek decorations end at 11th Ave. Work along the creek typically takes 1 to 1.5 weeks for the strand lights for each section (for example, 5th Street to 6th Street). It is generally easier, faster, and more efficient to have two lifts per tree, one operator per lift, to work around the trees. Bridges typically take a day to a day and a half to wrap, with 2 to 3 people per bridge for installation. After the creek trees are completed, outlying properties are decorated with trees only. These are Engineering, Old Chamber, Train Depot, and City Hall/Law Office. Net Lighting Installation Net lights begin installation following all trees throughout being finished. While net lights are installed, the Gazebo and the Pioneer Plaza Walk bridge arches are decorated. Install Deco Pole lights and garland.
