Site work and paving for a road / highway in Vallejo, California. Completed plans call for site work for a road / highway; and for paving for a road / highway.

In general, the work includes the pavement maintenance of existing improvements within various streets of the City of Vallejo. That includes, but is not limited to the following: Pavement maintenance of existing roadway improvements including slurry seal; adjusting utility covers; removing and replacing pavement striping, markings and markers; traffic control; and all appurtenant work required to complete the project in accordance with the city-approved plans, specifications and associated contract documents. In accordance with the plans and specifications, the work includes furnishing all labor, materials, tax, equipment, incidentals and services for the construction and completion of the citywide slurry seal. Prime Contractor Self Perform requirement is minimum 30% (exclusive of specialty items). Time of completion of the work is 45 WORKING DAYS from the date of issuance of the written notice to proceed by the City. The Engineer's Opinion of Probable Cost for the project is approximately $2,000,000. No bid will be received unless it is made on the Proposal Forms included in these proposed Contract Documents. Each bid must be accompanied by cash, a cashier's check, certified check, or Bidder's bond made payable to the City of Vallejo in the amount of ten percent (10%) of the total bid amount as bid security. Bid bonds shall be issued by a corporate surety duly admitted and authorized to issue bonds and undertakings by the State of California and on the form provided by the City of Vallejo. Bid Bond: 10.00% Payment Bond : 0.00% Performance Bond: 0.00% Pursuant to section 1700, and following, of the California Labor Code, the Contractor shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of such prevailing rate of per diem wages are on file at the office of the City of Vallejo, Department of Public Works, 555 Santa Clara Street, 4th Floor, Vallejo, CA 94590-5934. Those copies shall be made available to any interested party upon request. The Contractor shall forfeit, as penalty to the City of Vallejo, Fifty Dollars ($50.00) for each calendar day or portion thereof, for each workman paid less than the stipulated prevailing rates for any work done under the contract by it or by any subcontractor under it, in violation of the provisions of such Labor Code. The Contractor shall post a copy of the general prevailing rates of per diem wages in a conspicuous place at the job site forthwith upon undertaking the public work called for herein. The Contractor shall also keep an accurate certified payroll record in accordance with requirements set forth in section 1776 of the Labor Code of the State of California and these Contract Documents. No contractor or subcontractor may be awarded a contract or listed on a bid proposal for a public works project unless registered with the State of California Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. All contractors and subcontractors must furnish electronic certified payroll records directly to the Labor Commissioner (aka Division of Labor Standards Enforcement). Bidders are advised that this project is subject to all federal, state, and local non discrimination laws including Vallejo Municipal Code Sections 2.72.030 and 2.72.040. Owner Rights: The City of Vallejo reserves the right to reject any or all bids or portions thereof, to accept a bid or portion thereof or to waive any minor irregularity. Bidders and Contractor shall be licensed in accordance with the provisions of Chapter 9, Division III, of the Business and Professions Code Section 7000 et seq., known as the Contractors' License Law. The license classification required for this project is A or C12. Type of Award: Lump Sum Pre-Bid Meeting: No The work to be done, in general terms, consists of: Furnishing all labor, materials, equipment, incidentals and services for the construction and completion of the CITY OF VALLEJO CITYWIDE SLURRY SEAL PROJECT. The work includes but is not limited to: o Pavement maintenance of existing roadway improvements including crack seal, digout repairs, and slurry seal. o Developing and implementing a water pollution program. o Implementing temporary traffic control for street closures and detours. o Adjusting utility covers to grade. o Removing and replacing pavement striping, markings and markers. The Contractor shall provide al labor, tools, and materials for a complete and working project in conformance with the intent shown on the Plans and as provided for and set forth in said Plans, Specifications, and any addenda that were issued prior to the date of bid, which said Plans and Specifications are hereby referred to by such reference, incorporated herein, and made a part of this Contract. The following documents shall constitute the Contract Documents: (a) This Contract: (i) Exhibit A - Scope of Work; (ii) Exhibit B - Compensation; (iii) Exhibit C - Insurance Requirements; (iv)Exhibit D - Faithful Performance Bond; (v)Exhibit E - Payment (Labor and Materials) Bond; (vi)Exhibit F - Prevailing Wage Requirements; (b) Plans, prepared by Public Works - Engineering and entitled Plans for Citywide Slurry Seal, signed and stamped by the City Engineer on July 16, 2024; (c) Specifications signed and stamped by the City Engineer on July 16, 2024; (d) Standard Specifications of the State of California, Department of Transportation dated 2023; (e) City of Vallejo Standard Specifications and Standard Drawings dated December 20, 2011; (f) Vallejo Flood & Wastewater District Engineering Design Standards dated July 2020, and Engineering Standard Details, dated July 2020; and (g) Any other documents identified as such in the Contract Documents.
