DESCRIPTION The City of Newburyport, MA is seeking proposals from qualified organizations/individuals to conduct a feasibility study for resiliency improvements for the Plum Island Turnpike in Newbury & Newburyport, MA. The project will begin upon issuance of a Notice to Proceed which will be on or around September 1, 2024 and shall be completed in full by August 30, 2025, unless an extension is of the contract is mutually agreed to in writing by both parties. No bidder may withdraw his proposal for a period of thirty (30) days after the date set for the opening thereof. The City reserves the right to award no contracts at all if it is deemed to be in the best interest of the City. TIME FOR AWARD Any contract that may result from the procurement shall be awarded within thirty (30) days after the proposal due date. The time for award may be extended for up to 45 additional days by mutual agreement between the City and the most advantageous proposer. RIGHT TO CANCEL/REJECT The City reserves the right to cancel this RFP or reject in whole or in part any and all proposals if the City determines that cancellation or rejection serves the best interests of the City.
