As the owner of all the water rights in Joe Pool Lake, the Authority is concerned about the impact of this rapid development on the lake's water quality. To address these concerns, in 2018, the Authority assembled a group of stakeholders with representatives from watershed residents, businesses, municipal and county staff, other public officials, and state/federal agency staff called the Joe Pool Lake Watershed Protection Partnership. Through this stakeholder engagement process, the Joe Pool Lake Watershed Protection Plan was developed. The EPA approved the Joe Pool Lake Watershed Protection Plan which addresses regionalscale, multi-jurisdictional water quality concerns, in October 2022. This Watershed Protection Plan recommended the implementation of watershed-specific, stakeholderdirected watershed protection measures to improve and protect the water quality in Joe Pool Lake. Currently, several water supply and wastewater operations are being considered that could potentially affect the water quality in Joe Pool Lake. These include the use of Joe Pool Lake as a terminal reservoir for water from the Tarrant Regional Water District's Integrated Pipeline (IPL) project. The source water for the IPL could be any combination of water from Richland Chambers, Cedar Creek, Lake Tawakoni, and eventually Lake Fork. With increased development comes the need for increased wastewater treatment facilities. The Authority's Mountain Creek Regional Wastewater Treatment Plant (MCRWS) is currently permitted at 4.5 million gallons per day (MGD) with an ultimate permit limit of 12 MGD. Several small (=1 MGD) wastewater treatment plants have been proposed or approved at TCEQ to treat these new developments and there is every reason to believe that this will continue to increase. These plants have historically resulted in poorer water quality treatment than regional facilities, causing the Authority to be concerned about their effect on Joe Pool Lake. Additionally, during the permitting process, TCEQ considers each permit on an individual basis, which is not appropriate in rapidly developing watersheds because of the cumulative effect on receiving streams.
