The City desires to obtain the on-call and periodic services of two or more outside firms to assist the City with all aspects of maintenance and Capital Improvement projects (CIP), including preliminary investigation, permitting, design, and construction management. The following is a non-exhaustive list of major work tasks that may be requested. The City's usage of the Contractors' services will be on an as-needed basis, so if there is no demand, then the services will not be utilized. For each on-call service request, the Contractor and the City will agree upon the specific scope of work and cost for that project. The City has the right to retain other firms at its sole discretion when the City believes there will be an economic or other significant advantage to doing so. Services for each contract will be provided on a negotiated fee basis per work order. No minimum amount of work is guaranteed under these agreements. Compensation will be based on time and materials with a not-to-exceed limit agreed upon by both the Contractor and the City before work begins. Proposers are encouraged to focus on their areas of strength and are not required to team with a large number of sub-contractors to cover all potential types of projects. The scope of work includes, but is not limited to, the following: 1. Provide civil engineering staff and services on an on-call, as-needed, and timely basis. 2. Provide civil design and/or construction management services for repair and replacement of City infrastructure. 3. Provide in-house personnel or sub-contractors for civil, mechanical, and electrical engineering and design. 4. Provide the full range of engineering services, including preliminary studies, drawings, specifications, estimates, and other professional 5. During construction, make on-site visits; review material submittals, shop drawings, and test results; respond to RFIs; draft change orders; and review pay estimates.
