The Town of Amherst invites sealed bids for the purchase of Pavement Preservation services, Complete In-Place and Associated Work. Questions shall be emailed to Simone Cristofori at cristoforis@amherstma.gov. The work to be done under this contract shall consist of furnishing all labor, material, equipment and incidentals required to crack seal various Town streets over a three-year period. The specific areas have not been formally designated for the hot applied mastic, fog seal, micro-surfacing, or cape seal; options will be explored upon review of the cost. The contract shall be for one (1) year with two (2) possible one (1) year extensions. The contract will be awarded to the responsible and responsive bidder who offers the lowest total bid price for all estimated items. This contract is subject to appropriation. The Town reserves the sole right to reduce the quantity of streets to be crack sealed to meet the available budget or a lower budget amount. Contractors are required to submit all questions by 1:00 P.M. seven (7) days before the scheduled bid opening date. Any questions received after this will not be considered for review. Contractors shall email questions to Simone Cristofori at cristoforis@amherstma.gov . Include the IFB number in the subject line of the email for identification purposes. Security deposits will be required in the form of a Bid Bond, certified check, or cashier's check, from a responsible bank, trust company, or insurance institution, in the amount of five percent (5%) of the total bid price, payable to the Town of Amherst. Should any bidder to whom an award is made fail to enter into a contract with the Town within ten (10) business days after the award is mailed to the bidder, or fail within such time to furnish a performance bond as required, the amount of the bid deposit so received from such bidder shall become the property of the Town as liquidated damages for such failure. Thereafter the Town may proceed to award the contract to the next responsible and responsive bidder. The successful bidder will be required to furnish a payment bond in the amount of fifty percent (50%) of the contract award, not later than ten (10) working days after the award notification. Bonds will be for one (1) year and shall be renewed annually at the Contractor's expense. The Town of Amherst reserves the right to reject any and all bids in whole or in part, and to waive informalities, when at its sole discretion is deemed to be in the best interests of the Town and to the extent permitted by law.
