Alachua County Board of County Commissioners are requesting the submission of Bids for Annual Aquatic and Right of Way (ROW) Vegetation Management. Annual Aquatic and Right of Way (ROW) Vegetation Management Scope of Work 1. This work will include the spraying of appropriate herbicides, algaecides, and adjuvants for controlling marginal shoreline vegetation, floating and submersed aquatic vegetation on a prescribed and as needed basis which occur in a provided list of storm water retention/detention basins and easements throughout Alachua County. Prescribed treatments will occur in 4 cycles per year with a common goal of 90% eradication. The Cogongrass Program consists of chemically treating active spray sites with signage in 2 cycles per year. Application reports documenting site location, date and time of application, targeted pest species, volume of applied finish spray and total treated acreage are expected to be furnished within (7) days of completion of the each prescribed application. Targeted species include floating, submerged, and emergent aquatic vegetation. The following is a list of targeted species. Primary targets are in bold type. Duckweed(s) (Lemna sp., Spirodela sp.), Frog's bit (Limnobium spongia), Giant salvinia (Salvinia molesta), Mosquito fern (Azolla filiculoides), Water fern (Salvinia minima), Water hyacinth (Eichhornia crassipes), Water lettuce (Pistia stratiotes), Watermeal (Wolffia columbiana), Crested floating heart (Nymphoides cristata), Watershield (Brasenia schreberi), Bladderwort (Utricularia sp.), Coontail (Ceratophyllum demersum), Fanwort (Cabomba caroliniana), Hydrilla (Hydrilla verticillata), East Indian hygrophila (Hygrophila polysperma), Pondweed(s) (Potamogeton sp.), Proliferating spikerush (Eleocharis baldwinii), Slender naiad (Najas flexilis), Southern naiad (Najas guadalupensis), Tape grass (Vallisneria americana), Water-milfoils (Myriophyllum sp.), Alligatorweed (Alternanthera philoxeroides), Cattail (Typha sp.), Dwarf rotala (Rotala rotundifolia), Elephant ear (Xanthosoma sagittifolium), Parrotfeather (Myriophyllum aquaticum), Peruvian water primrose (Ludwigia peruviana), Smartweed (Polygonum spp.), Soft rush (Juncus effusus), Uruguayan water primrose (Ludwigia hexapetala), Water pennywort (Hydrocotyl spp.), Luziola (Luziola subintegra), Torpedograss (Panicum repens), Paragrass (Urochloa mutica), West Indian marshgrass (Hymenachne amplexicaulis), Cogon Grass (Imperata cylindrica), Wild taro (Colocasia esculenta), Chinese Tallow (Triadica sebifera), and Algae (Macrophytic, Filamentous, Planktonic). 2. The Cogongrass Program consists of chemically treating active spray sites with signage in 2 cycles per year. This work includes continuation of Public Works' Cogongrass Program, which currently monitors and treats approximately 55 active Cogongrass (Imperata cyclindrica) spray sites in County maintained right of ways, basins, and other County owned properties. Total acreage and number of spray sites is subject to change. Currently, the County the number of active spray sites equates to approximately 40 acres. Application reports documenting site location, date and time of application, targeted pest species, volume of applied finish spray and total treated acreage are expected to be furnished within (7) days of completion of the each prescribed application. 3. There are several active Kudzu (Pueraria montana) locations in County maintained ROW and assets with an ultimate goal of eradication. 4. On an as needed basis, we may request basal bark, hack and squirt, or stump treatments and applications following invasive exotic tree and shrub removal to assist our own ROW vegetation management objectives. Common species in this category include but are not limited to Chinaberry Tree (Melia azedarach), Chinese Tallow (Triadica sebifera), Glossy Privet (Ligustrum lucidum), Chinese Privet (Ligustrum sinense), Turk's Turban (Clerodendron indicum), Golden Rain Tree (Koelreuteria elegans) and Mimosa/Persian Silk Tree (Albizia julibrissin). 5. All work shall be done in accordance with all applicable federal, state and local laws, regulations, rules and ordinances. The County reserves the option to add or delete locations within the scope of the bid, based on the hourly bid rate and accepting a mutually agreed on price which must be approved by the Procurement Division or by obtaining such items via the County's regular Procurement Procedures, as deemed in the best interest of the County. Services, as defined herein, are to include all labor, materials, supplies and equipment in accordance with the terms, conditions, and specifications set forth within this solicitation. Bidder must be qualified and fully capable of performing the required Services while adhering to all laws, specifications, procedures, protocols, applicable guidance, and industry best practices. Alachua County is calling for and requesting the submission of bids for Annual Aquatic Vegetation Management Services and ROW Vegetation Management Services. This is vegetation management through chemical control primarily, as well as through other means including mechanical and biological control systems. Location: Alachua County is located in North Central Florida. The County government seat is situated in Gainesville. Gainesville is located 70 miles southwest of Jacksonville, 129 miles southeast of Tallahassee, 140 miles northeast of Tampa - St. Petersburg and 109 miles northwest of Orlando. Alachua County has a population of over 250,000 and a regional airport. The County itself consists of a total area of 969 square miles. Form of Government: Alachua County is governed by a Board of five (5) elected County Commissioners and operates under the established County Manager Charter form of government. In addition to the five County Commissioners, there are five elected Constitutional Officers: Supervisor of Elections, Sheriff, Clerk of the Court, Tax Collector, and the Property Appraiser. Acceptance/Rejection of ITB The County reserves the right to reject any bid which may be considered incomplete, unbalanced, show serious omission, unauthorized alteration of form, unauthorized alternate bids, or contain irregularities of any kind. The County reserves the right to accept or reject any or all Bids in whole or in part, with or without cause, to waive technicalities, or to accept bids or portions thereof which, in the County's judgment, best serve the interests of the County. Additionally, the County reserves the right to award an agreement to a different bidder if a selected Bidder does not execute an Agreement within thirty (30) days after the award to that Bidder of the ITB. The County may allow alterations, modifications, or revisions to individual elements of the successful bid at any time during the term of the Agreement which results from this ITB. The thirty day (30) time period may be extended an additional twenty (20) days where the selected Bidder is unavailable during the initial thirty-day (30) period. The resulting Agreement for the Services with the selected Bidder will be effective for the period beginning on the date of the fully executed Contract. Generally, the term will begin onOctober 1, 2024 and continue through September 30, 2025. The County has the option to renew this Agreement for 2 additional 2 year-periods at the same terms and conditions outlined in the Agreement. The vendor may choose not to renew with the County provided we have written notice ninety (90) days prior to our fiscal year starting in October 1st for each term renewal. An Agreement as a result of the solicitation shall be deemed effective only to the extent of appropriations available to the County at any time during the Agreement term.
