Site work, paving and outdoor lighting for a mixed-use development in Houston, Texas. Completed plans call for site work for a 63,125-square-foot road / highway; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

A timeline for the award has not yet been established.** General The Scope of Work for this Project shall consist of providing all supplies, support services, data, labor, tools, materials, equipment, supervision, construction and all else required to prepare the site and construct the 1910 Fannin St Temporary Surface Parking Lot in its entirety as shown on the construction documents. Project Scope The Work shall include, but not be limited to, the following major items, to the extent specified and indicated: 1. Provide administration and construction support services to complete the work. 2. Coordination with utility owners, government agencies, and other contractors. 3. Clear and grub the area of vegetation, shrubs, debris, existing trees and bushes not designated to remain. 4. SWPPP and Tree Protection - Ensure the protection of trees, shrubs, vegetation, and other facilities as shown on the construction plans. Provide SWPPP per City of Houston requirements. 5. Demolition - Perform demolition and removal of above ground and underground structures and facilities, such as but not limited to, concrete pavement, base material, concrete curb, sidewalk, driveways, storm sewer pipe, leads, inlets, structural foundation columns, landscape lighting, landscape electrical boxes and conduits, etc. as needed. 6. Perform required earthwork, including excavation, embankment, backfill and compaction. 7. Perform soil stabilization as required for paving. 8. Construct parking lot pavement, curbs, raised medians, storm sewer and appurtenant structures. 9. Construct ADA parking areas to meet TDLR requirements. 10. Construct irrigation lines and appurtenant structures. 11. Provide fencing and gates as indicated. 12. Provide landscaping including seeding, sodding, planting and maintenance. 13. Provide pavement markings, traffic control and parking signs as indicated. 14. Provide lighting, lightning protection, and electrical facilities and systems. 15. Provide the Surveillance, Communications & Control (SC&C) system to include cameras, conduits, cables, equipment and all connectivity as shown on the plans and required by METRO. 16. Provide a clean and safe Construction Work Zone during the construction and prior to written acceptance by METRO. 17. Provide, place, relocate and remove traffic control devices as required. D. The construction of the pavement will include the removal of existing asphalt pavement with or without base. The proposed parking lot will have a 5-inch CRCP surface with 6" concrete curb and gutter. The proposed pavement will also have a 6-inch lime stabilized subgrade. The condition of the right-of-way, upon completion of the job, shall be as good as or better than the condition prior to starting the work. Contractor is to obtain all necessary permits related to the proposed construction activities. Proposed sidewalks shall comply with current City of Houston and Texas Department of Licensing and Regulation (TDLR) requirements as required by the Americans with Disabilities Act (ADA). E. The construction of the storm sewer system will include the removal and/or plugging of existing storm sewers of various sizes, sewer leads, and inlets as noted on the plans. The proposed storm sewer lines will be 36-inch high-density polyethylene pipe (HDPE). The proposed drainage system will also include a 24- inch circular reinforced concrete pipe (RCP). The outfall for the storm sewer system will be located at a connection to an existing City of Houston 36-inch RCP. PERFORMANCE PERIOD: The period of performance under this Contract shall be for three-hundred (300) calendar days, unless otherwise extended by METRO. (See Contract Article 'Period of Performance' in Section III). BID SECURITY: Not less than five percent (5%) of the total bid price is required if the bid price is over $100,000.00. (See Instructions to Bidders, Paragraph D.) PERFORMANCE AND PAYMENT BONDS: A performance bond shall be required if the Contract amount is over $100,000.00. A payment bond shall be required if the Contract amount is over $25,000.00. Bonds shall be executed for one hundred percent (100%) of the value of the Contract. (See Contract Articles 'Performance and Payment Bonds' and 'Additional Bond Security' in Section III). LIQUIDATED DAMAGES in the amount of $1,020.00 per calendar day will be assessed for each calendar day of delay beyond the completion date. (See Contract Article 'Liquidated Damages' in Section III). PREVAILING WAGE RATES: Prevailing wage rates for this solicitation are those of Federal-General Wage Decision TX20250038 for Highway Construction in Harris County, dated January 3, 2025. (See Contract Article 19 'Davis-Bacon and Copeland Anti-Kickback Acts' and Article 21, 'Government Code 2258, Prevailing Wage Rate/Certified Payroll,' in Section X, and Exhibit E, 'Federal Construction Wage Rates,' in Section XI.) This solicitation has a 35 % Small Business Participation goal. All questions and bid responses to this solicitation must be submitted electronically through METRO's Bonfire hub Registration on METRO's Bonfire hub is free. Additionally, submit one (1) Original hardcopy delivered in a sealed envelope to the METRO Procurement Office, 1900 Main Street, Houston, Texas 77002. Digital signatures accepted.
