The Matanuska-Susitna Borough reserves the right to accept or reject any or all bids, waive any and all technicalities or informalities it deems appropriate. Award of this project is subject to the availability of funding All bidders must be in compliance with state of Alaska Statutes 08.18 and 45.70 The Contractor shall comply with the Provisions of Title 36 of the Alaska Statutes for any construction projects awarded by the State of Alaska or its political subdivisions, such as local governments. To obtain the latest regulations and prevailing rate for wages. The Matanuska-Susitna Borough is soliciting bids from qualified contractors to provide labor, equipment, and materials to reconstruct Tait Drive pavement in its entirety, from E. Bogard Road to E. Seldon Road, 0.6 miles. The project will involve but is not limited to the following elements: o Traffic Control. o Reclaim pavement. o Ditch reconditioning. o Roadway profile adjustment STA 30+03 to 36+95 o Pave roadway. o Striping Any bid exceeding $50,000 for total of all base items and alternates shall be accompanied by a certified check, money order, cashier's check, or Bid Bond in the amount of at least 5% of the total Base Bid amount For any bid exceeding $50,000 for total of all base items and alternates, the successful Bidder shall furnish the Purchasing Officer a Performance and Payment Bond in the full amount of the Agreement and shall maintain the Bond in force during the continuance of the Agreement including the one-year warranty period Question Deadline 07/10/2024 at 5:00 PM AKT It is anticipated that workflow will occur in the sequence outlined above. Do note that plans, details, and notes provide explicit instruction on project items (Plans are located in the attachments), most notable the following: o Contractor shall complete an as built survey of the existing roadway asphalt geometry to be used to reconstruct the roadway with the same existing geometrics. The as built data will be provided to the Borough. o All asphalt is anticipated to be reclaimed and to be used as Asphalt Base Course (ABC) prior to the import of D-1 Aggregate Base Course to construct the 3" depth of base course, if necessary o The roadway profile adjustment portion of the project will utilize the ABC as borrow and placement of D-1 will be the base course through this area. o Upon completion of the Ditch Recondition work, MSB representative will inspect the condition of all culverts and will direct those pipes to be replaced or remain. o The existing roadway is believed to be constructed of 2" AC Pavement and 2" of D-1 base course. With the proposed improvements incorporating 3" HMA Pavement and 3" base course, and the potential of reclaiming process creating a thicker basecourse section, the resulting finish grade will be 3" higher than the existing grade, with exception of matching the existing approaches. o The project will require the closure of Tait Drive for a duration, that should be minimized as much as practicable. Lane Closure Permits will be required from the State of Alaska Department of Transportation. All construction shall be completed in accordance with the Alaska Department of Transportation and Public Facilities (ADOT&PF) Standard Specifications for Highway Construction (SSHC) 2017 Edition. Standard modifications and project specific special provisions are provided in the following sections. The requirements contained in these specifications and special provisions are hereby made a part of this solicitation and resultant contract. Contractor is to provide resources to complete this project without any adjustments in the original bid amount or contract time. Work Zone speed limit: Limit speed of vehicles associated with the construction to 25 mph within project limits. Request locates from the utilities having facilities in the area. Use the Alaska Digline, Inc. Locate Call Center. Normal work time will be between 7 a.m. and 7 p.m. Extensions will be considered and approved by the MSB Inspector. Time is of the essence. Substantial completion shall be achieved by September 30, 2024. Final completion shall be achieved by December 15, 2024. The Contractor shall provide a proposed construction schedule to finish the project within the completion dates. Estimated project magnitude is less than $760,000.
