The City of Kansas City, Missouri ("City") invites you to submit a proposal for Turkey Creek PS Rehabilitation. Submissions and Questions. (b) Question Deadline (July 29, 2024, at 2 PM) Proposers may submit written questions, request clarifications, or provide notice to the City of any ambiguities, conflicts, mistakes, errors or discrepancies that Proposer has discovered in the RFQ/P, the Standard City Contract, Scope of Services and any other solicitation document at any time until ten (10) days prior to the due date for proposals. The City reserves the unconditional right to reject any or all proposals received in response to this RFQ/P at any time prior to the City executing a contract that meets the requirements of Section 432.070, RSMo, the City Charter and all applicable City Ordinances. The Water Services Department wishes to contract with a Design Professional (DP) to provide preliminary design services for the rehabilitation of Turkey Creek Pump Station. This Project will comprise of: 1. Project management and management of subcontractors in relation to the work specified herein. 2. Review the 2023/2024 Water Master Plan's projected supply demands as it becomes available. 3. Review of previous reports, the Water Master Plan (2017), operations data, "Turkey Creek Pump Station Electrical Evaluation", "Pump Station Physical Condition Assessment" (BV 2014), and as-builts made available to the DP. 4. Condition assessments within the existing Turkey Creek Pump Station. 5. Lidar scanning of the facility and BIM model creation. 6. SKM modeling. 7. Updates to/creation of process and equipment PFD's and piping and instrumentation diagrams (P&ID's). 8. Engineering Report with findings from all analyses and identification of design/construction packages to meet CIP funding requirements. 9. Computational Fluid Dynamics (CFD) to support Hydraulic Models 10. DP shall prepare a recommendation for phasing for proposed work and recommendation on delivery methods based on constructability, risk, funding, uncertainty of projects, and other recommended factors. 11. DP shall use e-builder document management system. 12. DP shall use a cost loaded scheduling system such as Microsoft Project or P6. 13. DP shall provide an S curve with all invoices. 14. DP shall submit meeting agendas and expected DP attendees at least 3 days prior to each meeting and distribute draft meeting minutes within one business day of the meeting. 15. Any I&C work will be performed per KC Water I&C standards.
