You are hereby notified that the Maryland Transit Administration (MTA) has determined that it’s in the State’s best interest to cancel the procurement, in accordance with COMAR 21.06.02.02 B(1)(b). Substantial amendments to the solicitation would be of such magnitude and substance that a new solicitation is desirable. Therefore, MTA determined to cancel the procurement, in its entirety, and resolicit at a later time. Maryland DOT looking for MARC Penn Line developers The Maryland Department of Transportation is looking for a development team to create sustainable communities around the Odenton MARC station. The MDOT said Tuesday it was issuing a Request for Qualifications to find an experienced group that could advance the strategic plan for the MARC Penn Line and plans for new housing, retail space and enhanced transit at the Odenton station. The plan includes denser, transit-oriented, mixed-use communities along the rail corridor between Washington and Baltimore, and will seek to create a plan for over 900 housing units and more than $270 million in gross tax revenue for the state over 30 years. “This public solicitation is the first step toward improving transit connectivity, creating new jobs and expanding affordable housing options along the MARC Penn Line,” Maryland Transportation Secretary Paul J. Wiedefeld said. “At MDOT, we look forward to engaging with experienced development teams that can become long term partners in developing the Odenton MARC Station into a vibrant community where people can live, work and have fun.” The plan for the area calls for nearly 1,000 new housing units; 38,000 square feet of retail space; 1,360 new jobs; $270 million in state and local tax revenue and more than 117,000 new annual MARC trips at the station. It would dd more than two miles of new connected sidewalks, trails and bike patch and would enhance transit connectivity through local bus and shuttle routs. The RFQ seeks a developer to implement the plan on the 13-acre surface parking lot to the west of the station. The department said it is looking for teams with a track record of partnering with the public sector in delivering transit-oriented developments and affordable housing. Proposals for the space are due Jan. 24, 2025. ------------------- Renovating the existing station building, including selective demolition, removing and replacing architectural finishes, interior and exterior painting, replacement of interior doors and window glazing, replacement of exterior doors, signage, gutters and downspouts, removing and replacing plumbing fixtures, removing and replacing electrical fixtures, removing and replacing mechanical equipment. Installing a temporary partition, counter, teller window, and electrical/telecom/data equipment for a temporary ticket office in the existing historic bank building on site. Remove all temporary work upon the completion of the project and repair the existing surfaces affected by said temporary installation to the as-built condition. Furnish, installing, and maintaining temporary sanitary facilities (ADA accessible trailer). Remove the temporary trailer upon the completion of the project. Installation of a permanent power generator. Installation of drainage pipes and basins, and connection to existing storm drainage inlets. Repair the existing curb and gutter and plaza after the installation of the drainage pipes. Installation of temporary fencing, permanent safety fence, and gate. Plan Holders List not maintained. Questions concerning this solicitation must be received no later than 7/17/2024 at the close of the business day. No interpretations other than written shall be binding on the Administration. Each bid exceeding $100,000 must be accompanied by a Bid Bond on a form furnished by the Administration in the amount of five percent (5%) of the Bid Price. A performance and payment bond is required for all construction contracts in excess of $100,000. The performance bond shall be in an amount equal to one hundred percent (100%) of the contract price. The payment bond shall be in an amount equal to one hundred percent (100%) of the contract price. The Bond shall be on a form furnished by the MTA, underwritten by a surety authorized to do business in the State of Maryland, and in the amount specified by this solicitation. Upon receiving notification of contract award, the Contractor shall deliver the bond to the MTA no later than the time the Contractor executes the contract. Bid, payment, and performance security may be in the form of: (1) a bond executed by a surety company authorized to do business in the State; (2) a bond executed by an individual surety that meets certain criteria; (3) another form of security required by State or federal law; or (4) another form of security satisfactory to the unit awarding the contract. Sections 13-207, 13-216, 17-104 of the State Finance and Procurement Article, Annotated Code of Maryland. Notice to Contractors may be canceled in accordance with State Procurement Regulations. The Administration reserves the right to reject any and all bids and/or waive technical defects if, in its judgment, the interests of the Administration so require.
