Service Provider will provide the following: 1.Snowplow service of county-maintained roads: Snowplow operations include snow removal of approximately 2.5 miles of Blaine County maintained roads in the Smiley Creek Area for the following roads: Ski-doo Lane, Skyline Drive, Tiger Tail Drive, and Galena Way, including in front of the mailbox station. Vader Drive, Angel Drive, Rock Lane and Smiley Creek Road just past the 2nd Cattle Guard at the last house, plowing a parking area / turn around just past the last driveway. **Due to snow fall amount, snow blowing will be required to maintain road widths.** 2.Service Provider will report the completion of plowing to the Blaine County Road & Bridge Manager and email a monthly invoice to the Road & Bridge Manager for review and processing. 3.Service Provider will provide equipment, maintenance, fuel and labor to conduct snowplow service. 4.Service Provider will adhere to snowplow guidelines as outlined below. 5.Snowplow operations will commence when the snow depth has reached three (3) inches. The exceptions to this rule are weekends and when three (3) inch depth is reached after 3:00pm on weekdays. iOn weekdays, when the three (3) inch depth is reached after 3:00pm, snowplow operations will begin after 3:00am the following morning. Levels of Service: Loose snow will be removed from the road surface to the road right-of-way (ROW). Due to funding constraints and limited crew size, bare pavement conditions will not be achieved. In residential areas, some driveways will receive snow, but Service Provider will try not to fill them. Service Provider will not clear driveways or other private roads. Residents should keep garbage cans, mailboxes and other objects off the road and out of the ROW, in order to facilitate snow plowing and storage. Neither Blaine County nor the Service Provider will be liable for broken or damaged property, such as fences, trees and any other items located in the ROW. Unless emergency plowing is required, Service Provider will plow no more than a 12-hour shift due to safety policies. Emergency plowing is required for mobility of ambulances, fire trucks, and/or Sheriff Search and Rescue, to incident sites along Blaine County roads. During large continuous storms, Service Provider will resume plowing the following morning, after an eight (8) hour rest period. Snowplow efforts are not operated 24/7 for clearance and sanding efforts. Drifting Conditions High winds will cause the drifting of snow. Whenever possible, snowplow operations will not commence until the wind stops blowing. The exception to this will be the school bus routes between the hours of 2:00 pm and 6:00 pm Road Closures Roads will be closed for public travel when deemed unsafe by a Road & Bridge Supervisor. The correct procedure to follow when closing a road is: 1. Notify County Commissioners and County Administrator 2. Notify Blaine County Emergency Communications Services 3. Sign and barricade each end of the road that is to be closed Submittal Information: email: dmckee@co.blaine.id.us The method of Contractor Selection has not been Determined at this time.
