The work involves construction of three water system interconnections consisting of a precast concrete vault, flow control valve, flowmeter, piping, valves, electrical and instrumentation, and communication systems. The District will furnish the electrical control panels, flow meters, and globe flow control valves for installation by the contractor. COMPLETION OF WORK: The WORK must be completed within 150 successive calendar days after the commencement date stated in the Notice to Proceed. DESCRIPTION OF WORK: The work involves construction of three water system interconnections consisting of a precast concrete vault, flow control valve, flowmeter, piping, valves, electrical and instrumentation, and communication systems. The District will furnish the electrical control panels, flow meters, and globe flow control valves for installation by the contractor. The project location includes the following sites: Nipomo Community Services District - Golden State Water Company Cypress Ridge Interconnection (GSWCCR), 1788 Lyn Road, Nipomo, California Nipomo Community Services District - Golden State Water Company Interconnection (GSWC), Primavera Lane at Orchard Road, Nipomo, California Nipomo Community Services District - Woodlands Mutual Water Company Interconnection (WMWC), 1591 Camino Caballo, Nipomo, California. CONTRACTOR'S LICENSE CLASSIFICATION: In accordance with the provisions of California Public Contract Code Section 3300, the OWNER has determined that the CONTRACTOR shall possess a valid Class "A" General Engineering contractor's license issued by the State of California, Contractors State License Board, at the time that bids are submitted. In addition, CONTRACTOR shall also maintain local business license issued by the County of San Luis Obispo. Failure to possess the specified licenses shall render the Bid non-responsive and shall bar award of the Contract to any bidder not possessing the licenses at the bids are submitted. BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid Price for a period of ninety (90) calendar days from the date of bid opening. BASIS OF AWARD: The OWNER will award the contract, if at all, to the responsible contractor that submits the lowest base bid. Each Bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of ten (10) percent of the Total Bid Price payable to the Nipomo Community Services District as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement and provide all required bonds and insurance. A bid shall not be considered unless one of the forms of Bidder's security is enclosed with it. The successful bidder will be required to furnish OWNER with Payment and Performance Bonds equal to one hundred (100) percent of the Contract Price. Bonds shall be on the forms included in the Contract Documents; OWNER will not accept bonds on any other form. Liquidated damages shall accrue in the amount of $1,000 for each calendar day that WORK remains incomplete beyond the Project completion deadline specified in the Contract Documents. The OWNER reserves the right to reject any or all bids, to waive any informality in a bid, and to make award, if any, to the lowest responsive, responsible bidder as it may best serve the interest of the OWNER.
