Site work, paving and new construction of a mixed-use development in Nipomo, California. Design plans call for the construction of a 7,000-square-foot power facility; for site work for a power facility; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The County plans to construct an approximately 7,000 square foot, Sheriff's Substation with secure parking for patrol vehicles and unsecured parking for visitors using the Design-Build project delivery method. The Consultant being solicited by this RFP will provide Construction Management with Master Architectural Services and will be responsible for preparing the Bridging Documents to be used as the basis for final design by the Design-Build Entity selected in the future. The Bridging Documents will be prepared based upon a building program, and site analysis developed by the Consultant selected from this RFP. The new building shall include, but not limited to, office space, interview rooms, a multi-purpose room, community services rooms, administration offices, criminal investigation rooms, volunteer patrol rooms, report room, fitness room, locker rooms with showers, break rooms, staff restrooms, public restrooms, armory, access controls, utility/equipment rooms, storage space, and a kitchen including traditional appliances (e.g. stove, refrigerator, microwave). The intent is to build a user-friendly, accessible, safe, and healthy environment for the San Luis Obispo County Sheriff's Department. Purpose As the community of Nipomo in southern San Luis Obispo County continues to grow with residences, businesses, and infrastructure there is a corresponding need for an increase in emergency services. Currently the Sheriff's Office provides services out of the Oceano Patrol Station which is approximately 10 miles away from the community of Nipomo. Within the last 10 years, the number of service calls for southern San Luis Obispo County have more than doubled leading to a longer response time for both routine and emergency calls. Constructing a new Sheriff's Substation in Nipomo will allow Sheriff staff to work out of it thereby reducing response times for both routine and emergency calls in the Nipomo area as well as provide improved access to law enforcement services to the community. Environmental The existing parcel on which this project is proposed is currently vacant, with moderate native and non-native vegetative cover and some small oak trees. The parcel is absent of fencing or other improvements. The western property boundary is adjacent to an idle 8" petroleum pipeline and an active 12" petroleum pipeline. There are known environmentally sensitive areas on the site that will need to be addressed during the design phase of the project.
