COMPLETION OF WORK: The WORK must be completed within 270 successive calendar days after the commencement date stated in the Notice to Proceed. DESCRIPTION OF WORK: The work involves construction of approximately 210 feet of 8-inch PVC sewer pipe, 3,030 feet of 15-inch PVC sewer pipe, 365 feet of 16-inch HDPE sewer pipe, and 1,143 feet of 18-inch PVC sewer pipe. Approximately 365 feet of pipe will be installed using pilot tube guided auger bore methods. Option for installation of pipe using pipe bursting methods is provided and indicating on the drawings. The work will also include reconnection of ten sewer laterals and installation of nineteen new polymer manholes. SITE OF WORK: The project site is located in the unincorporated town of Nipomo, California. Sewer system upgrades will be constructed within Frontage Road, from Juniper Street to Division Street, and within West Tefft Street, near the intersection with Frontage Road. PREQUALIFIED BIDDER S (CONTRACTORS): The District has prequalified general contractors for this project. BID SECURITY: Each Bid shall be accompanied by a certified or cashier s check or Bid Bond in the amount of ten (10) percent of the Total Bid Price payable to the Nipomo Community Services District as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the Agreement and provide all required bonds and insurance. A bid shall not be considered unless one of the forms of Bidder s security is enclosed with it. CONTRACTOR S LICENSE CLASSIFICATION: In accordance with the provisions of California Public Contract Code Section 3300, the OWNER has determined that the CONTRACTOR shall possess a valid Class A General Engineering contractor s license issued by the State of California, Contractors State License Board, at the time that bids are submitted. In addition, CONTRACTOR shall also maintain local business license issued by the County of San Luis Obispo. Failure to possess the specified licenses shall render the Bid non-responsive and shall bar award of the Contract to any bidder not possessing the licenses at the bids are submitted. BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid Price for a period of ninety (90) calendar days from the date of bid opening. BASIS OF AWARD: The OWNER will award the contract, if at all, to the responsible contractor that submits the lowest base bid. TRENCHING: If the Project involves the construction of a pipeline, sewer, sewage disposal system, boring and jacking pits, or similar trenches or open excavations, which are five (5) feet deep or more, then each Bidder must submit, as a Bid item, adequate sheeting, shoring, and bracing, or an equivalent method, for the protection of life or limb, which shall conform to applicable safety orders. This final submission must be accepted by OWNER in advance of excavation and must include a detailed plan showing the design of shoring, bracing, sloping, or other provisions to be made for worker protection from caving ground during the excavation WORK. The plan shall be prepared by a registered civil or structural engineer. BONDS: The successful bidder will be required to furnish OWNER with Payment and Performance Bonds equal to one hundred (100) percent of the Contract Price. Bonds shall be on the forms included in the Contract Documents; OWNER will not accept bonds on any other form. RETAINAGE FROM PAYMENTS: The CONTRACTOR may elect to receive one hundred (100) percent of payments due under the Contract Documents from time to time, without retention of any portion of the payment by the OWNER, by depositing securities of equivalent value with the OWNER in accordance with the provisions of Section 22300 of the Public Contract Code. Such securities, if deposited by the CONTRACTOR, shall be valued by the OWNER, whose decision on valuation of the securities shall be final. Securities eligible for investment under this provision shall be limited to those listed in Section 16430 of the Government Code, bank or savings and loan certificates of deposit, interest-bearing demand deposit accounts, standby letters of credit, or any other security mutually agreed to by the CONTRACTOR and the OWNER. The purpose of the conference is to discuss the scope of the project and bidding requirements. Detailed technical questions may be submitted in writing but they will be answered, if warranted, by addenda later. Oral statements may not be relied upon and will not be binding or legally effective. Attendance at the pre-bid conference and site visit is mandatory and failure to attend the pre-bid conference and site visit will result in your bid being rejected as non-responsive. LIQUIDATED DAMAGES: Liquidated damages shall accrue in the amount of $1,000 for each calendar day that WORK remains incomplete beyond the Project completion deadline specified in the Contract Documents. PROJECT ADMINISTRATION: All communications relative to this WORK shall be directed to the DESIGN ENGINEER no later than 4:30 p.m. on March 3, 2025. OWNER S RIGHTS RESERVED: The OWNER reserves the right to reject any or all bids, to waive any informality in a bid, and to make award, if any, to the lowest responsive, responsible bidder as it may best serve the interest of the OWNER.
