The City of Davenport accepting proposals from qualified vendors to provide Radon Level testing, management, control of hazards, and follow up testing, efficiently and effectively on single family homes as outlined in the Scope of Services section. The contract period shall be for two years with an optional one year renewal if mutually agreed upon by both parties. Pricing submitted shall be inclusive of all labor, materials, equipment, tools, utility, transportation services and all incidentals necessary for the completion of work as specified. Questions regarding the requested services shall be submitted through the City of Davenport electronic submission system under the "Questions" tab at online by July 9, 2024 at 9:00am CST. Answers to questions, if any, will be posted on the City's ebidding system with the proposal documents by July 10, 2024 at 4:00pm CST.. It is the vendors responsibility to review the answers provided. The City reserves the right to accept or reject any or all proposals in whole or in part, to waive any irregularities in any submission, to accept the submission which, in the judgement of the City is most advantageous to the City and to re-advertise if desired. INSURANCE The selected firm will be expected to acquire, maintain, and provide proof of acceptable amounts of insurance during the life of this contract covering worker's compensation, employer's liability, comprehensive general liability and professional liability covering acts, errors, and omissions in the performance of this contract. Testing Requirements: All testing must be performed by firms certified to perform radon testing and by individuals certified and/or licensed to perform assessments by the State of Iowa (or EPA, if applicable) where the services are to be provided. Testing shall be accomplished with a Continuous Radon Measurement (CRM) instrument. Radon assessors must possess current training, certification, and licensing in the use of the CRM equipment under appropriate federal, state, or local authority. o Radon Assessment Report: The radon assessment report shall comply with the minimum requirements established by either the State of Iowa or the EPA whichever is more stringent. The radon assessment report shall contain at least the following: A completed copy of the Notice of Evaluation Results suitable for distribution by the City to the occupants. If the report is not clearly written or understood by the City, the City reserves the right to request clarifications and revisions by the radon assessor, at no additional cost to the City.
