PROCUREPHX PRODUCT CATEGORY CODE 912000000 Question Deadline 07/19/2024 Email all questions to: samantha.ansmann@phoenix.gov Or Call Samantha Ansmann at (602) 681-5361 The City of Phoenix is seeking a qualified Construction Manager at Risk (CMAR) to provide preconstruction services and complete construction services for the Phoenix Sky Harbor International Airport TRACON Demolition and West Hold Bay Expansion 2-Step Construction Manager at Risk (CMAR) project. The selected CMAR will work as a team with the designer of record and City staff to ensure an efficient design approach for the project. The project site is located at Phoenix Sky Harbor International Airport, 3400 E. Sky Harbor Boulevard, Phoenix, AZ 85034. The estimated total construction cost for this project is $5 million. A Disadvantaged Business Enterprise goal will be established prior to the start of construction. This project will utilize federal funds and is subject to the requirements of 49 Code of Federal Regulations Part 26 and the U.S. Department of Transportation Disadvantaged Business Enterprise Program. A. Preconstruction phase services by the CMAR may include the following: o provide project site survey and inventory of existing conditions o validate site constraints, site investigations and utility locations o attend all project meetings as necessary to maintain the project objectives o coordinate work with Owner and Design Team to secure all permits and approvals from various agencies; federal, state, county and local utility authorities o identify GMP packaging strategy and present alternate strategies to optimize the sequence of construction o provide detailed cost estimating and reconciliation with 3rd party estimator for each design phase, and have knowledge of marketplace conditions provide Value Engineering / cost reduction efforts to optimize project budget o provide for construction phasing, scheduling and evaluate sequencing based on stakeholder feedback and minimize interruption to City operations o coordinate and communicate with the City on any salvage items for turnover to owner o facilitate and support owner's coordination with other internal/external stakeholders o provide alternate systems evaluation and constructability studies o advise City on ways to gain efficiencies in project delivery o provide long-lead procurement studies and initiate procurement of long-lead items o participate with the City in a process to set a goal for local and SBE participation and implement the local and SBE process o assist Design team with efforts to identify public and private utilities o collaborate with Design team on coordination associated with all disciplines relative to mechanical, electrical, plumbing, technology, structural, Fire Life Safety, Security & civil. o protect the owner's sensitivity to quality, safety, and environmental factors o validate and incorporate Aviation Departments sustainability goals and initiatives. o perform preconstruction/construction services to comply with Title 34 Arizona Revised Statutes *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
