PROCUREPHX PRODUCT CATEGORY CODE 912000000 The City of Phoenix is seeking a qualified Construction Manager at Risk (CMAR) to provide preconstruction services and complete construction services for the Phoenix Sky Harbor International Airport Taxiway A Connectors A3 to A4 Strengthening and Reconstruction 2-Step Construction Manager at Risk (CMAR) project. The selected CMAR will work as a team with the designer of record and City staff to ensure an efficient design approach for the project. The project site is located at the west end of the north airfield at Phoenix Sky Harbor International Airport, 3400 E. Sky Harbor Boulevard, Phoenix, AZ 85034. The estimated total construction cost for this project is $20 million. A Disadvantaged Business Enterprise goal will be established prior to the start of construction. This project will utilize federal funds and is subject to the requirements of 49 Code of Federal Regulations Part 26 and the U.S. Department of Transportation Disadvantaged Business Enterprise Program. A Disadvantaged Business Enterprise goal will be established prior to the start of construction. This project will utilize federal funds and is subject to the requirements of 49 Code of Federal Regulations Part 26 and the U.S. Department of Transportation DBE Program. The Construction Manager at Risk will begin with the firm in an agency support role for preconstruction services and will coordinate with the City on the draft scope of services, list of deliverables and preliminary schedule and conduct field survey and site investigations, as needed. The CMAR will assume the risk of delivering the project through a Guaranteed Maximum Price (GMP) contract. The CMAR will be responsible for construction means and methods and will be required to solicit bids from prequalified subcontractors to perform the work using the City's subcontractor selection process. For this project the CMAR is responsible for self-performing a minimum of 45% of the construction work as measured by total contract price for construction. The GMP must be submitted in MAG or CSI format, or it will not be accepted. The preferred CMAR shall have construction experience in an active airport operations area, familiarity with FAA Advisory circulars and experience in coordinating projects with airport user groups. Services will be phased to include preconstruction and construction services. All work shall be performed in accordance with the Federal Requirements as listed in Exhibit C. A. Preconstruction phase services by the CMAR may include the following: o provide project site survey and inventory of existing conditions o validate site constraints, site investigations and utility locations o attend all project meetings as necessary to maintain the project objectives o coordinate work with Owner and Design Team to secure all permits and approvals from various agencies; federal, state, county and local utility authorities A. Preconstruction phase services by the CMAR may include the following: o provide project site survey and inventory of existing conditions o validate site constraints, site investigations and utility locations o attend all project meetings as necessary to maintain the project objectives o coordinate work with Owner and Design Team to secure all permits and approvals from various agencies; federal, state, county and local utility authorities Phoenix DBE Program has annual Overall DBE Goal of 6.9% Last Day for questions is seven days beforethe SOQs are due or Friday July 19, 2024Email all questions to: samantha.ansmann@phoenix.gov
