Location: Boston Parking Lot Improvements and Soil Removal at Parcels 26A and 26B District: 6 Project Type: Hazardous Waste Remediation and Transportation MADOT - Parking Lot Improvements and Soil Removal at Parcels 26A and 26B All work under this Contract shall be done in conformance with the 2024 Standard Specifications for Highways and Bridges, the Supplemental Specifications contained in this book, the 2017 Construction Standard Details, the Traffic Management Plans and Detail Drawings, MassDOT Work Zone Safety Temporary Traffic Control, the 1990 Standard Drawings for Signs and Supports; the 2015 Overhead Signal Structure and Foundation Standard Drawings, the 2009 Manual on Uniform Traffic Control Devices (MUTCD) with Revisions 1, 2, and 3 and the November 2022 Massachusetts Amendments to the MUTCD; the 1968 Standard Drawings for Traffic Signals and Highway Lighting; The American Standard for Nursery Stock; the Plans and these Special Provisions. The work will include conducting remediation to address soil containing lead and asbestos fibers at the Massachusetts Department of Transportation (MassDOT) District 6 property, Lots 26A and 26B, located at 185 Kneeland Street in Boston, Massachusetts (the Site). The Site is a state-listed Disposal Site that was assigned Release Tracking Number (RTN), 333787, by the Massachusetts Department of Environmental Protection (MassDEP). Work to address the soil contamination at the Site will be conducted according to the requirements of the Massachusetts Contingency Plan (MCP), 310 CMR 40.0000 as well as adhere to the general requirements of all other applicable local, state, and federal regulations. The scope of work for this Contract includes, but is not limited to, removing soil containing lead and asbestos fibers from select locations for appropriate off-site disposal according to the Plans, and the installation of a risk-reduction barrier that consists of a permanent barrier fabric and geotextile for separation overlain by clean soil. The work also includes: o Preparing and implementing all required shop drawings, project-specific plans and regulatory submittals, including a MassDEP approved Non-Traditional Asbestos Abatement Work Plan (NTAAWP), o Implementing work site and erosion and sedimentation controls as well as developing and implementing appropriate health and safety procedures, o Earthwork and miscellaneous demolition, where required to complete the work, o Installation of new or replacement electrical conduit, o Hot mix asphalt and line painting, o Removal and resetting/replacement of existing chain link fencing, o Removing existing landscape plantings followed by installation of new plantings to restore disturbed areas after soil remediation activities have been completed, and o All other incidental work required to complete work according to the Plans and these Special Provisions. The Contractor is hereby notified that certain items of work are expected to require night work, including the remediation of soil containing asbestos fibers and lead and installation of the proposed risk-reduction barrier. The milling and overlay of the existing parking lot and final paving are expected to require weekend work. Any costs, either direct costs or resulting from inefficiencies, related to performing work at night or over the weekend shall be included in the contractor's bid and shall not be cause for claim for a time extension or additional compensation.
