Renovation of a mixed-use development in Norwalk, Connecticut. Conceptual plans call for the renovation of a educational facility.

The City of Norwalk and Norwalk Public Schools are soliciting proposals (Request for Proposals/RFP's) from qualified Mechanical Engineers/Architects to perform design services of building HVAC equipment and systems at six public school facilities. The conceptual design, together with professional cost estimates were provided to obtain the grant monies with DAS- Office of School Construction Grant and Review. Your firm is invited to submit a proposal for these services. Following are the requirements that specifically apply to this solicitation. The requirements of this project are outlined in greater detail under Section 2 Scope of Work/Project Specifications. The anticipated mechanical engineer/architect consultant will provide design services for each of these schools. The State of CT (DAS), has approved these projects individually under their Indoor Air Quality Grant program with specific completion deadlines. The selected Consultant must have sufficient staff to assure that staff are and will be available to handle several projects simultaneously to assure task continuity, prompt delivery of services and completion of assigned tasks. The City will evaluate project complexity and scheduling to determine the assignments to one or multiple consultants. The selected Consultants must be able to begin work on assigned projects immediately upon notification. The selected Consultants must assign for each project a licensed professional to be responsible for the management and design. Staff to support the proposed project managers should also be identified in the submitted proposal. Each selected Consultant shall always conduct itself and perform its duties in the manner of and with the expertise of an experienced engineering professional. All services shall be performed in adherence to, and deliverables comply with, applicable federal, state, and local laws, regulations, standards, and requirements. It is also understood that the selected Consultants will be required to complete all direct and indirect responsibilities associated with any and all assigned tasks such that the intent, and desired goal of the City, can be achieved. All addenda, if issued will be available online. We strongly suggest that you check for any addenda a minimum of forty-eight hours in advance of the RFP deadline. It is the responsibility of the bidder to check for issuance of any addenda. A Register of Proposals shall be prepared in accordance with these Procurement Guidelines and shall be open for public inspection after contract award. All proposals will remain property of the City. It is further understood and agreed that all information included in, attached to, or required by the Request for Proposal shall be public record upon delivery to the City. The City of Norwalk reserves the right to reject any and all proposals submitted, to request additional information from all proposers and to negotiate with one or more of the finalists regarding the terms of this engagement. The City of Norwalk also reserves the right to retain the proposals, use any ideas contained in the proposals and is not obligated in any manner to reimburse the proposers for the costs incurred in connection with responding to this Request for Proposals.
