the purpose of furnishing all materials, labor, equipment, and skill required for the construction of the new MSRWD Phase 3 WTP Improvements, 987 17th Ave. NW, Turtle Lake, ND 58575 and incidental items, for said owner, as is more fully described and set forth in the Plans and Specifications which are on file at the office of the Engineer Project No. P00215-2020-005 Bid date notes: Bids being mailed or delivered prior Advanced Engineering and Environmental Services, LLC Attn: Tyler Fode, P.E. 1815 Schafer Street Suite 301 Bismarck, ND 58501 A general overview of the scope of work is as follows: Contract No. 1 - GENERAL CONSTRUCTION (LUMP SUM): Work generally consists of mobilization, bonding, and insurance for all Project Work shown on the civil, process, architectural, and structural drawings, including constructing a new administration area, new garage space, installation of pressure filter system, and renovations to the existing water treatment plant. Contract No. 2 - MECHANICAL CONSTRUCTION (LUMP SUM): Work generally consists of mobilization, bonding, and insurance for all Project Work shown on the mechanical drawings, including new ventilation equipment, ducts, fans, plumbing, fixtures, heaters, air-conditioning, gauges, thermostats, pipe, fittings, valves, supports, anchors, vents, and all related appurtenances Contract No. 3 - ELECTRICAL CONSTRUCTION (LUMP SUM): Work generally consists of mobilization, bonding, and insurance for all Project Work shown on the electrical drawings including electrical labor, service-entrance equipment, trenching, excavation, cables, wiring, disconnect switches, lighting, conduits, fittings, boxes, panelboards, motor control centers, variable frequency drives, control panels, instrumentation and control devices, and all related electrical, instrumentation and control appurtenances as indicated. Contract No. 4 - COMBINED CONSTRUCTION (LUMP SUM): Mobilization, bonding, and insurance for all general construction, mechanical construction, and electrical construction as described in Contracts No. 1 through 3. Each bid must be accompanied by a separate envelope containing the contractor's license and bid security. The bid security must be in a sum equal to five percent (5%) of the full amount of the bid and must be in the form of a bidder's bond. A bidder's bond must be executed by the bidder as principal and by a surety, conditioned that if the principal's bid is accepted and the contract awarded to the principal, the principal, within ten days after notice of the aware, shall execute a contract in accordance with the terms of the bid and the bid bond and any conditions of MSRWD. A countersignature of a bid bond is not required under this section. If a successful bidder does not execute a contract within the ten days allowed, the bidder's bond must be forfeited to MSRWD the project awarded to the next lowest responsible bidder. A bidder must be licensed for the full amount of the bid as required by section 43-07-12 of the North Dakota Century Code. Bids that do not fully comply with the requirements of section 48-01.2-05 of the North Dakota Century Code are considered deficient and will be resealed and returned to the bidder immediately. Bidders on this work will be required to comply with Title 40 CFR Part 33- Participation by Disadvantaged Business Enterprises in the United States Environmental Protection Agency Programs. The requirements for bidders and contractors under this regulation concern utilization of Minority Business Enterprises (MBE), Women's Business Enterprises (WBE), and Small Business Enterprises (SBE) and are explained in the specifications. The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project. To demonstrate a good faith effort to comply, bidders must include the MBE/WBE subcontractor solicitation form in the bid package. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in the specifications. Bidders on this work will be required to comply with American Iron and Steel requirements of the Consolidated Appropriations Act, 2014. The requirements for bidders and contractors under this regulation are explained in the specifications. Bidders are required to comply with Davis-Bacon prevailing wage requirements. Bidders are required to comply with Build America, Buy America Act requirements. Bidders are required to comply with BIL signage requirements. The Owner reserves the right to reject any and all bids and rebid the project until a satisfactory bid is received. and to waive any irregularities or informalities therein and to award the Contract in the best interests of the Owner. DESCRIPTION OF PROJECT a) The project consists of several components including an administration area expansion, renovation of existing area into garage space, installation of a new pressure filter system, chemical feed system improvements, new and replaced process piping, wellhouse improvements, grading, sitework, and electrical and mechanical building systems. b) Major components of the Project include: 1. Construction of an approximately 2700 SF Administration Area, 2. Construction of an approximately 1800 SF Garage space, 3. Installation of Filtronics Pressure Filter System, 4. Construction of new of parking lot, 5. New electrical equipment at WTP and wellfield. 6. Demolition of existing administration space, garage space, process piping, and electrical equipment at McLean-Sheridan Rural Water Treatment Plant.
