This Project involves design and construction of water/wastewater and stormwater infrastructure and repaving of the roadway along 62nd Avenue NE as part of a City Street Upgrade Project. The three components of stormwater, water/wastewater, and roadway are being combined into a single capital project under a progressive DB delivery method to realize synergies between the three components, minimize disruptions, and assign a single point of contractual responsibility. The City of St. Petersburg invites qualified Firms to submit qualifications to provide Design-Build services at a Guaranteed Maximum Price for the design and construction of a residential and urban wastewater force main and box culvert repair, pavement full depth reclamation and resurfacing, and working with experienced design professionals specializing in the construction of water mains, large diameter force main, box culverts, and roadway improvements. The Firm should also have Building Information Modeling experience and capabilities. The DB Firm shall participate in the design process, perform construction cost estimating and constructability services, value engineering analysis, obtain permits, manage the schedule, perform construction services and commissioning. All Firms must be licensed to practice as general contractors in the State of Florida pursuant to Chapter 489 Florida Statues by the submittal date for proposals. The contract for DB services shall consist of a pre-construction services phase and a construction phase. The Pre-construction Services Phase, for which the DB Firm will also be paid a fixed fee, will include value engineering, constructability analysis, estimating, and the development of a GMP at the completion of the design development during the pre-construction services phase and may include multiple GMPs dependent upon design components and construction sequencing. It may be possible to have multiple critical paths. If the GMPs are accepted by City staff and approved by City Council, the Construction Services Phase will be authorized following execution of the agreement for construction services. In all aspects of the contract, the DB Firm serves as the single point of responsibility for successful performance of the preconstruction and construction of the project and shall publicly bid trade contracts. The self-performed work shall be competitively bid along with the subcontractors in accordance with the contract.
