The City of St. Petersburg ("City") is seeking responses from qualified vendors to provide pole banner supply, install, and monthly maintenance, on an as-needed basis. Contractor shall provide all labor, materials, supervision, tools, equipment, permits, and vehicles necessary for the fabrication, production, installation, maintenance, and removal of banners. The City requires a variety of banners including but not limited to street pole style banners, large & small marketing banners, and other styles and sizes. Requirements include single or double-sided banners (folded material sewn together), with grommets, banner arm pockets, hems or webbing reinforcement. Most banners are made of vinyl, some of fabric, with full color printing. The City has three (3) different shape standards. Quantities ordered may vary from one each (street or building types) to approximately 250 each (banner arm type). Turn-around time may be very short (for events where specific subject is unknown in advance - i.e., championship games). The City of St. Petersburg ("City") is seeking responses from qualified vendors to provide pole banner supply, install, and monthly maintenance, on an as-needed basis. Vendors must bid on the entire cost proposal, however the City will award to one vendor by written notice to the lowest responsible and responsive vendor based solely on line item 10 (Monthly Maintenance). Disqualification : The City reserves the right to disqualify Vendors before or after opening, upon evidence of collusion with intent to defraud or other illegal practices on the part of the Vendors. Right to Reject: Vendors must comply with all the terms of the solicitation, all applicable provisions of the City of St. Petersburg City Code, and all applicable federal and state laws. The City may reject any solicitation response that does not comply with all material and substantive terms, conditions, and performance requirements of the solicitation. The City may waive minor informalities that (i) do not affect responsiveness; (ii) are merely matter of form or format; (iii) do not change the relative standing or otherwise prejudice other vendors; (iv) do not change the meaning or scope of the solicitation; (v) are trivial, negligible or immaterial in nature; (v) do not effect a material change in the work; or (vi) do not constitute a substantial exclusion or modification of a requirement or provision in the solicitation. Deadline for Question Response: July 22, 2024, 3:00pm Contract Term: The term of the Agreement will be for a period of three (3) years from the date of award, with one (1), two (2) year renewal option by mutual written agreement of the parties Anticipated Recommendation of Award to City Council :September 5, 2024
