Renovation of a municipal facility in St Petersburg, Florida. Completed plans call for the renovation of a municipal facility.
The City of St. Petersburg ("City") is soliciting proposals from qualified firms for configuration, installation, maintenance and repair of IP (Internet Protocol) video-surveillance systems, surge suppression equipment and wireless bridge hardware. Services will also include low voltage wiring (Ethernet category rated and fiber) and electrical work. Monthly maintenance of 20 hours per month paid monthly in a flat rate should be included in the proposal. The City operates a private wide-area IP data network. This network is comprised of several technologies including city-owned fiber cable, CATx cable and various wireless links. In addition, the city operates a number of remote locations throughout the city. These specific remote sites are currently connected to the core city network via cable, fiber or city-owned point-to-point wireless systems. All of the remote locations use standards-based Virtual Private Network (VPN) technology to secure the city's data as it traverses the network services. The city has a number of IP-based camera systems deployed. These systems, including site-to-site connectivity, camera management and control, and video storage are currently managed by city personnel. The city currently uses Genetec Security Center IP Video Surveillance Solution. This platform is configured in either a distributed-server architecture or centralized architecture where possible. There are currently over 400 IP cameras installed in over 50 locations thorough out the city to include electrical poles and street cameras. Deadline for Questions: July 25, 2024, 3:00am Deadline for Question Response: August 1, 2024, 3:00pm All questions must be submitted via City's online. The City will award to one vendor whose proposal is determined in writing to be the most advantageous to the City, taking into consideration the price and the evaluation criteria set forth in this solicitation. All awards are contingent on the Vendor meeting the minimum qualifications outlined in this solicitation. The City reserves the right, at any time, to evaluate more vendors for inclusion on the list of approved vendors. All Vendors must meet the minimum qualifications outlined in this solicitation. The City of St. Petersburg is seeking responses from qualified vendors to provide configuration, installation, maintenance and repair of IP (Internet Protocol) video-surveillance systems, surge suppression equipment and wireless bridge hardware. Services will also include low voltage wiring (Ethernet category rated and fiber) and electrical work on an as-needed basis, project related basis and during emergency (hurricane, cut fiber optic) basis. The vendor will also work with the City Department of Technology on a monthly basis as directed to ensure all city cameras are in operational order. The City currently has over 400 cameras installed and it is estimated or expected that over 25 additional camera and/or wireless bridge installations will be required over the course of the next year. Theses installations will be at location(s) identified by the City. The initial term of agreement will be for three years with one two-year renewal period by mutual agreement of the parties. Vendors will need to furnish a bid bond as indicated in the solicitation, if applicable. Unless otherwise specified in this solicitation, the solicitation response may be held by the City for a period of ninety (90) days after the submission deadline and will continue in full effect and not be subject to withdrawal during that period until an Agreement has been executed with a Vendor. If no Agreement has been executed within the ninety-day period, any solicitation response may be withdrawn or nullified by either the City or the Vendor, or be deemed to be confirmed and extended in time for as long as permitted by the Vendor submitting each solicitation response. Vendors must comply with all the terms of the solicitation, all applicable provisions of the City of St. Petersburg City Code, and all applicable federal and state laws. The City may reject any solicitation response that does not comply with all material and substantive terms, conditions, and performance requirements of the solicitation. The City may waive minor informalities that (i) do not affect responsiveness; (ii) are merely matter of form or format; (iii) do not change the relative standing or otherwise prejudice other vendors; (iv) do not change the meaning or scope of the solicitation; (v) are trivial, negligible or immaterial in nature; (v) do not effect a material change in the work; or (vi) do not constitute a substantial exclusion or modification of a requirement or provision in the solicitation. All complaints or grievances should be first submitted in writing to the Procurement & Supply Management Director, by email at Stephanie.Swinson@stpete.org or by mail to P. O. Box 2842, St. Petersburg, FL 33731 who will promptly investigate the validity of the complaint and present the findings in writing to the person who submitted the complaint.
