City officials gathered Tuesday morning atop a new, 11-feet-above-sea-level platform at the Northeast Water Reclamation facility, which shut down sewer services during hurricanes Helene and Milton to protect it from storm surge. The elevated platform that will hold the plant's generators is one example of the hundreds of millions of dollars the city is fast-tracking to ensure capacity and resiliency for future storms. Two of the three water reclamation facilities in St. Pete are in evacuation zone A, which leaves the city with a small window to act before a storm makes landfall. Services had to be suspended to avoid extensive, long-term damage, Mayor Ken Welch said. "This facility is home to several infrastructure projects now being accelerated under SPAR [St. Pete Agile Resilience]," Welch said. "Many of these projects weren't scheduled to be completed for another three to five years, but that's no longer acceptable given the escalating environmental risk that we face." That acceleration includes more than $545 million in infrastructure investments across the city's five-year capital improvement plan, advancing projects like elevating critical infrastructure, floodproofing buildings and installing new pump stations. These projects are nearing completion or will be complete by the end of the year, the mayor said. The city has also purchased and deployed an AquaFence to protect a key lift station. The elevation project at the Northeast facility at 1160 62nd Ave. NE will bring the generators that run the plant when power is no longer available to 11 feet above sea level, which is 2 feet above the base flood elevation in the area. But the city will go higher with a surrounding wall that will measure 15 feet above sea level. The Northeast project is expected to be completed before a storm hits, but hurricane season begins in less than a month. The generators have not yet been secured. The goal is to have them in place before a storm hits, but the equipment is expensive, large and typically manufactured overseas, so tariffs and supply chain issues impact their arrival, Public Works Administrator Claude Tankersley said. While the critical infrastructure will be elevated, the buildings where employees operate the reclamation facilities have not yet been upgraded. In case of a storm, employees would need to be evacuated, and the facility can't be operated remotely at this time. Tankersley said the city is working on a way to shut the system off remotely now. "We're investing millions, up to a billion dollars, but there is no guarantee," Welch said. "You can only invest so much." _______________________________________________________________________________________________________________________________________ The owner has determined a prequalified list of construction managers. The City of St. Petersburg, Florida is seeking the services of a qualified construction management firm interested in providing pre-construction and construction phase services for the Northeast Water Reclamation Facility Filter Addition Project and any other supporting projects as required, located at 1160 62nd Avenue NE in St. Petersburg The construction management firm shall have experience in the development and construction of complex wastewater facilities projects and working with design professionals specializing in the construction of wastewater treatment facilities. Vendors will need to furnish a bid bond as indicated in the solicitation, if applicable. The City reserves the right, at any time, to modify, waive or otherwise vary the terms and conditions of this RFQ including, but not limited to, the deadlines for submission and submission requirements. The City further reserves the right to reject any or all SOQ, to cancel or withdraw this RFQ at any time. Selection is dependent upon the negotiation of a mutually acceptable contract.
