Gateway Park N and 8th Ave S Remediation. SDOT has identified the following core functions in this scope of work. Please refer to the RFQ for the definition of a core function: 1. Project Management. 2. Sampling and analysis of environmental media including but not limited to soil, groundwater, and seeps surface and subsurface sediments storm water and catch basin solids to determine whether the storm water system is a source of contamination to sediments. 3. Evaluation of the potential to contaminate or re-contaminate sediments, including but not limited to analysis of the following pathways: direct discharges Storm water discharges Overland flow Groundwater discharges and seeps Soil erosion Site operations Spills, dumping, leaks, housekeeping, and management practices. 4. Report writing, work plan and report preparation. 5. Remedial Investigation Work Plan. 6. Meeting and coordination with Department of Ecology. 7. Supporting Public Notice and outreach activities as needed. 8. Ensuring State Environmental Protection Act (SEPA) compliance The City expects to select one qualified consultant team for one contract up to Nine Jundred Thousand Dollars ($900,000). This is expected to be a four (4) year contract beginning in Q3 2024 covering the Remedial Investigation and Feasibility Study (RI/FS) and draft Cleanup Action Plan (CAP) phases of the cleanup. Schedule is dependent on the date of Agreed Order with the Department of Ecology and is defined by state law. Americans with Disabilities Act (ADA) Information The City of Seattle in accordance with Section 504 of the Rehabilitation Act (Section 504) and the Americans with Disabilities Act (ADA), commits to nondiscrimination on the basis of disability, in all of its programs and activities. The City of Seattle, through Seattle Department of Transportation (SDOT), requests Statements of Qualifications (SOQs) from qualified firms to provide Remedial Investigation (RI) and Feasibility Study (FS) services under an upcoming Agreed Order with the Department of Ecology (Ecology). This includes technical and strategic support for any potential interim actions if required or agreed to by Ecology, and preparing a preliminary Draft Cleanup Action Plan (DCAP) to select a cleanup alternative. The purpose of the RI, FS, and preliminary DCAP for the site is to provide sufficient data, analysis, and evaluations to enable Ecology to select a cleanup alternative for the Site. Title VI Statement The City of Seattle, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The method of Contractor Selection has not been Determined at this time.
