Scope of Services The City of Huntington Beach is issuing this request for proposal (RFP) for Street Sweeping Enforcement Services for enforcing street sweeping parking regulations as outlined in the CVC and HBMC. The service provider will provide street sweeping enforcement services to approximately 1,121 miles of mostly residential roadways. There are four (4) daily street sweeping routes which take place between 8:00 am and 4:00 pm. During months with five (5) weeks there is no street sweeping during the fifth week. During these time periods the parking enforcement officers normally assigned to street sweeping enforcement duties would be repurposed to enforce CVC and HBMC parking violations in the metered and permitted parking areas of the City. The City of Huntington Beach believes street sweeping enforcement services can be completed by five (5) employees. Four (4) employees would be full time parking enforcement officers. One (1) employee would be a full time supervisor/project manager who could also perform or supplement the duties of their subordinate employees if necessary. Each employee is estimated to work approximately 2,080 hours per year. The City reserves the right to reject any proposal for violation of this provision.
