Site work and paving for a mixed-use development in Ranlo, North Carolina. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
construction of the Ranlo Avenue Street Extension Project. After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible Bidder, taking into consideration quality, performance and the time specified in the proposals for the performance of the Contract. A Pre-Bid Meeting will NOT be held. The Project consists of the following major items: Section 1 - Road Improvement o 110 LF of 72-inch RCP Culvert Pipe o 232 LF of 24-inch RCP Storm Sewer o 62 LF of 15-inch RCP Storm Sewer o 5 Concrete Stormwater Junction Boxes o 1,155 SY of New Asphalt Road Construction o 850 LF of Concrete Curb & Gutter o 210 SY of 4-inch Concrete Sidewalk o Associated Appurtenances and Site Work Section 2 - Water Line Extension o 370 LF of 8-inch Waterline and associated appurtenances With a request for Bidding Documents supply the following information: o Company name, contact person with email, street address, and phone numbers; NC contractor's license with limitation and classification; indicate if the firm will be a Bidder, Supplier or Sub-Contractor. - Non-Refundable Fee for the Bidding Documents The Bidding Documents will be shipped UPS ground. This fee will also include registration and access to the Issuing Office Project Bidding site for electronic download of Bidding Documents as PDF Files, as noted above. Partial sets of Bidding Documents and CAD files will NOT be available from the Issuing Office. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Bidders will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the Instructions to Bidders. Bid Security in the amount of five percent of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instructions to Bidders. The Owner is an Equal Opportunity Employer and encourages bidding by small, minority and female contractors and does not discriminate on the basis of handicapped status. Bids from qualified disadvantaged business enterprise (DBE) are encouraged. Bidders shall be required to submit with their Bids affidavits of "Good Faith Efforts" in the recruitment of Minority Businesses. Bidders shall make positive efforts to use small and minority-owned businesses and woman business enterprises. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hours Standard Act. Provide brief description of how the activity has been designed on-site to avoid and minimize adverse effects, both temporary and permanent, to waters of the United States to the maximum extent practicable at the project site: The applicant provided a detailed statement describing their efforts to avoid and minimized impacts to waters of the United States on the project site in the preconstruction notification. Based on this information, the Corps believes the applicant has avoid and minimized impacts to waters of the United State to the maximum extent practicable. The design standards for nearby Mecklenburg county as an available regional stormwater infrastructure technical information source. Additionally, the invert of the 72" RCP culvert is to be buried 12" below the stream bed to provide continuity in the stream for aquatic bed species. Describe other mitigative actions including project modifications implemented to minimize adverse project impacts (see 33 CFR 320.4(r)(1)(i)) Stormwater erosion and sediment control best management practices are required during and after construction, such as utilizing silt fences (in combination with rock check dams for drain outlet), curb inlet protection, and erosion control matting and seeding that is suitable for the proposed embankment slopes. During creek bypass pumping preformed as necessary to install the 72" RCP culvert, suitable measures will be taken to prevent erosion at point of pump discharge downstream, and coarse inlet screening will be provided at the upstream location of the bypass pump suction/sump to minimize the pumping of any aquatic species that may be present.
