Engineers Certification: An Engineer's Certification is required pursuant to s. 86.31(2)(e), Wis. Stats. The certification must include the signature and stamp of a registered professional engineer, stating that the design, plans, and specifications were assembled with a 10-year design life criteria for the improvement, and that the design and construction were accomplished using current WisDOT specifications pursuant to Ch.
