This Project includes replacement of the perimeter chain link fence at Plant No. 2 along the Talbert Marsh with an 8-foot to 11-foot tall cast-in-place concrete wall; installation of interior security lighting, cameras, and intrusion detection systems along the south boundary of Plant No. 2; stump removal and landscaping along Talbert Marsh and the southern end of Brookhurst Street; and lateral spread mitigation from Brookhurst Street to the Activated Sludge facility using deep soil mixing.
