Dakota County is seeking proposals for commissioning services for the replacement of two existing steam boilers, steam piping, and steam coils with hot water boilers, hot water piping and pumps, and hot water coils and also the replacement of two chillers for the Law Enforcement Center in Hastings, MN. This work will include the complete replacement of all the thirteen air handlers. Anticipated services include reviews of MEP systems during design, commissioning of MEP systems during construction, construction acceptance and occupancy. The Commissioning Agent shall validate that the MEP systems are calibrated to meet the design intent as represented in the contract documents and the County's Design Standards. The scope of work for this project will include time during design, construction, construction acceptance. Project Description: The County has contracted with CMTA to convert the existing steam heating system to a hot water heating system, and replace the existing steam boilers with dual fuel (gas/oil) N+1 redundant high efficiency condensing boilers. There is new hot water piping to all existing air handling units. Existing heat exchangers and pump sets will be removed, and the existing hot water piping would be connected to new hot water piping from the new boiler system. The existing chillers and chilled water pumps will be removed and replaced with a new N+1 redundant constant primary, variable pumping chilled water central plant. The existing cooling towers and condenser water pumps will be reused as they are in fair condition and of sufficient capacity for a new chiller system. Chilled water piping will be reused throughout the facility. All air handling units will be replaced. New air handling units are assumed to be the same supply airflow capacity as the existing ones. All new units will be hot water heated, chilled water air-conditioned, and variable volume air flow. The new units will also receive all new DDC controls and where practical, energy recovery. Reference Attachment P to further clarify the work. Project Construction Budget: The construction budget amount is currently estimated to be $6,300,000. Contractor shall furnish copies of the above to the County upon request. Contractor shall provide Notice to the County of any changes in the above within 5 calendar days of the change. Any violation of this section is a material breach of this Contract. No Notice of Default is required to terminate under this section.
