The project will be awarded under One Prime Contract as follows. Bids must be submitted hard copy to Swarthmore Borough, in a sealed envelope on the forms furnished by the Owner and must be accompanied by a certified check or bid bond issued by a Surety licensed to conduct business in the Commonwealth of Pennsylvania, in the amount of at least five percent (5%) of the total price bid made payable to the Owner. The successful Bidder will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner. The Owner may consider informal any bid not prepared and submitted in accordance with the provisions hereof and may waive any informalities or reject any and all bids. Failure of any bidder to receive any such addendum or interpretation shall not relieve such bidder from any obligation under his/her bid as submitted. All addenda so issued shall become part of the contract documents. The Contract Time to fully complete the project shall be 120 consecutive calendar days following the date of commencement of work to be specified in a written "Notice to Proceed". D.
